MINUTES OF THE CITY OF BRISTOL, TENNESSEE CITY COUNCIL MEETING April 1, 2025 CALL TO ORDER: The City of Bristol, Tennessee City Council meeting was called to order by Mayor Mark Hutton on Tuesday, April 1, 2025, at 6:00 P.M. in the Slater Center Auditorium. ROLL CALL: Present: Mayor Mark Hutton, Vice Mayor Vince Turner, Councilwoman Rae Akard, Councilwoman Margaret Feierabend, and Councilwoman Lea Powers. Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee Williams, Director of Community Development and Planning Cherith Young, Director of Economic Development Tom Anderson, Fire Chief Mike Carrier, Director of Community Relations Jon Luttrell, Director of Utility Services Mark Quickel, Director of Parks and Recreation Mike Mains, IT Network Technician Nick Fugate, and other members of City staff. INVOCATION AND PLEDGE OF ALLEGIANCE: Boy Scout Troop #3 gave the invocation and led the pledge of allegiance. AGENDA ADDITIONS AND / OR CHANGES: None PROCLAMATIONS AND RECOGNITIONS: Library Week - Councilwoman Rae Akard presented a proclamation designating April 6-12, 2025 as National Library Week. Ms. Tonia Kestner, Bristol Public Library Executive Director, and their Director of Finance Ms. Brenda Dunn, were in attendance to accept the proclamation. Ms. Kestner thanked Council for the proclamation and their support of the Library and encouraged everyone to visit the Bristol Public Library and see everything they have to offer. Cameo Theatre - Mayor Mark Hutton presented a proclamation in celebration of the 100th Anniversary of the Cameo Theatre. Ms. Samantha Gray, Theatre Bristol Executive Director, and Board of Directors President Ann Vance were in attendance to accept the proclamation. Ms. Gray thanked the Council for the recognition. She spoke about the importance of the Cameo Theatre to community and the new opportunities for community growth and involvement through the investment of Theatre Bristol in the recent purchase of the Cameo. She encouraged everyone to see their productions and thanked Council and the community for their continued support. Donate Life Month - Vice Mayor Vince Turner presented a proclamation designating month of April 2025 as Donate Life Month. Ms. Gena Cluesman, Hospital Development Coordinator for Tennessee Donor Services, was in attendance to accept the proclamation. Ms. Cluesman thanked Council for the
