August 12, 2025
CALL TO ORDER:
The City of Bristol, Tennessee City Council meeting was called to order by Mayor Mark Hutton on
Tuesday, August 12, 2025, at 6:00 P.M. in the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Mark Hutton, Vice Mayor Vince Turner, Councilwoman Rae Akard, Councilwoman
Margaret Feierabend, and Councilwoman Lea Powers.
Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee
Williams, Director of Community Development and Planning Cherith Young, Director of General Services
Russell Whitaker, Director of Economic Development Tom Anderson, Fire Chief Mike Carrier, Police Chief
Matt Austin, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains,
Director of Utility Services Mark Quickel, Director of Community Engagement and Events Terry Napier,
Director of IT Greg Cross, and other members of City staff.

Fire Chief Mike Carrier gave the invocation and led the pledge of allegiance.

PRESENTATIONS:
Rhythm & Roots Reunion Poster - Leah Ross, Director of Community and Government Relations with
the Birthplace of Country Music Museum (BCM) presented the official 2025 Rhythm and Roots Reunion
poster to City Council. Ms. Ross shared that at least 25 years ago Terri Smith, then Director of Community
Relations, called wanting to know if she would volunteer for the Bristol Rhythm and Roots Reunion, and
it is thanks to the City of Bristol, Tennessee that this festival even started. From where it began to where
it is now, she hopes the City is proud of the investment they have made in the organization which has
since become a nonprofit volunteer organization. The events would not be able to happen without all
the volunteers, but each year BCM presents the City with a poster in recognition of what you helped
them become. People have visited from around the globe, and BCM hopes to continue to make the City
proud and be an asset to this community. The festival will be held September 19-21, 2025.
