CITY COUNCIL MEETING
September 9,2025
CALL TO ORDER:
The City of Bristol, Tennessee City Council meeting was called to order by Mayor Vince Turner on
Tuesday, September 9, 2025, at 6:00 P.M. in the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Vince Turner, Councilwoman Rae Akard, Councilwoman Margaret Feierabend, and
Councilwoman Lea Powers.
Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee
Williams, Director of Community Development and Planning Cherith Young, Director of General Services
Russell Whitaker, Director of Economic Development Tom Anderson, Fire Chief Mike Carrier, Director of
Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, Director of Finance
Hollie Verran, IT Network Technician Nick Fugate, and other members of City staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Fire Chief Mike Carrier gave the invocation and Councilwoman Rae Akard led the pledge of allegiance.
DECLARATION OF VACANT COUNCIL SEAT PROCESS:
Mayor Vince Turner stated Councilman Mark Mutton submitted his resignation which was effective
September 2, 2025. The City Charter dictates that Council must appoint someone within 30 days. City
Manager Kelli Bourgeois presented the process of filling the vacancy. Dr. Mutton served the East district
so the new Council member to be appointed has to be from the East district as well. The new appointee
will serve the remaining term that Mr. Mutton left and the elections will take place next year, as they
normally would. The Charter does not provide a formal process that must be followed to make the
appointment. If Council chooses to go through an application process, staff laid out a proposed process
and timeline. The seat has now been declared vacant, a new vice mayor is to be elected, which is next
on the agenda, and then Council needs to determine the process. If Council chooses to do an application
process, the application could be posted tomorrow, September 10*^ which could be open through
September 25**^. The regular work session is September 30^^. Applications could be reviewed at that
point and if Council desires to conduct interviews they could be done at that time. Immediately following
the work session on September 30^^ there could be a called meeting to make the formal appointment.
The new City Council member could be sworn in at the October 7*^ regular meeting. The City Manager
said this is just a concept. Earlier, she provided Council with some draft application materials that were
used to fill the school board seat that was vacated in 2017. Council can decide how they want to proceed.
Mayor Turner expressed concern about a called meeting on September 30^^ where a vote is taken, but
the swearing in taking place on October 7^^ which is not within the 30-day period and whether that would
meet the Charter requirements. City Attorney Danielle Smith believes the action of Council in adopting
a resolution stating this person was selected at a called meeting on September SO*'' should be sufficient.
