MINUTES OF THE CITY OF BRISTOL, TENNESSEE CITY COUNCIL SPECIAL CALLED MEETING September 30,2025 CALL TO ORDER: The City of Bristol, Tennessee City Council special called meeting was brought to order by Mayor Vince Turner on Tuesday, September 30, 2025, at 7:35 P.M. in the conference room of the Ewell Easley Municipal Annex. ROLL CALL: Present: Mayor Vince Turner, Vice Mayor Lea Powers, Councilwoman Rae Akard, and Councllwoman Margaret Feierabend. Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee Williams, Director of Planning Services Cherith Young, Fire Chief Mike Carrier, Director of General Services Russell Whitaker, Director of Economic Development Tom Anderson, Police Chief Matt Austin, Director of Community Engagement and Events Terry Napier, Director of Utility Services Mark Quickel, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, IT Network Technician Nick Fugate, Economic Development Specialist Bretta Morenings, and other members of City staff. APPEARANCE OF CITIZENS: None ORDINANCES AND RESOLUTIONS: A. Resolutions: Resolution 25-161 - A Resolution Filling a Vacancy on the City Council of the City of Bristol, Tennessee for the East Councllmanic District Mayor Vince Turner stated Councilman Mark Mutton submitted his resignation effective September 2, 2025. At their September 9^^ meeting. Council approved an application process for interested candidates. There were eleven candidates for the East District for Council consideration. Council reviewed the applications during their work session earlier this evening with a consensus for three candidates. Councilwoman Margaret Feierabend stated that regardless of the outcome she would welcome any of the top three candidates. She ideally would like to see a 4-0 vote on the first round, but that may not be the case. After speaking with each of these candidates she thinks that they would bring a lot to the table. Vice Mayor Lea Powers added that regardless of the outcome, she hopes the candidates will continue to be supportive and willing to serve on additional boards and commissions. No one is going to be here long term and for the well-being of the City, engagement from as many as possible is needed. Councilwoman Feierabend added she hoped they would run in future elections.
