MINUTES OF THE CITY OF BRISTOL, TENNESSEE CITY COUNCIL MEETING October 7, 2025 CALL TO ORDER:- The City of Bristol, Tennessee City Council meeting was called to order by Mayor Vince Turner on Tuesday, October 7, 2025, at 6:00 P.M. in the Slater Center Auditorium. OATH OF OFFICE: As the newly appointed City Council member, Matthew Slagle took the oath of office as administered by City Recorder Mary Lee Williams. Councilman Slagle, who is from the East Councilmanic District, was selected by Council on September 30, 202S from a group of eleven applicants to fill the vacancy that occurred when Mark Hutton resigned early In September. ROLL CALL: Present: Mayor Vince Turner, Vice Mayor Lea Powers, Councilwoman Rae Akard, Councilwoman Margaret Feierabend, and Councilman Matt Slagle. Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee Williams, Director of Community Development and Planning Cherith Young, Economic Development Specialist Bretta Morenings, Fire Chief Mike Carrier, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, Director of Finance Hollie Verran, Digital Media and Communications Manager Anne Dunham, IT Network Technician Nick Fugate, and other members of City staff. INVOCATION AND PLEDGE OF ALLEGIANCE: Fire Chief Mike Carrier gave the invocation, and Vice Mayor Lea Powers led the pledge of allegiance. AGENDA ADDITIONS AND / OR CHANGES: None PROCLAMATIONS AND RECOGNITIONS: Bristol Motor Speedway - Mayor Turner presented a proclamation in appreciation of the Bristol Motor Speedway (BMS). Adam Rust, Vice President of Events and Operations at BMS was present to accept the proclamation. Mr. Rust thanked the City for the honor and their support, stating big events take big effort of which the City has no shortage. BMS is only as good as the community. They are blessed to be a part of this community where everyone is pulling in the same direction for the greater good. Teen Driving Safety Week - Councilman Slagle presented a proclamation designating October 19-2S, 202S as Teen Driving Safety Week. Samuel Jones, Senior Program Coordinator, and Katie Sapikas, Executive Director for the Appalachian Promise Alliance, were in attendance to receive the proclamation.
