MINUTES OF THE CITY OF BRISTOL, TENNESSEE CITY COUNCIL SPECIAL CALLED MEETING October 20, 2025 CALL TO ORDER: The City of Bristol, Tennessee City Council special called meeting was brought to order by Mayor Vince Turner on Monday, October 20,2025, at 4:00 P.M. in the conference room of the Ewell Easley Municipal Annex. ROLL CALL: Present: Mayor Vince Turner, Vice Mayor Lea Powers, Councilwoman Rae Akard, and Councilman Matt Slagle. Others Present: City Manager Kelli Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee Williams, Director of Economic Development Tom Anderson, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, Director of Finance Hollie Verran, Director of General Services Russell Whitaker, IT Network Technician Nick Rugate, and other members of City staff. PUBLIC HEARING: Ordinance 25-23 - An Ordinance to Amend Ordinance 25-15 (An Ordinance to Adopt the Annual Budget and Tax Rate for the Fiscal Year Beginning July 1, 2025 and Ending June 30,2026) by Changing the Previously Established Tax Rate City Manager Kelli Bourgeois stated Ordinance 25-23 amends the Fiscal Year 2026 budget revenues and tax rate to reflect a change from $1.87 to $1,845. This ordinance was approved on first reading by Council at the October 7, 2025 meeting and if approved, would be effective seventeen days following approval. Because this amendment will occur after the October 1®* property tax due date as established by City Charter, staff will work through the procedural issues of potential refunds, amendments to tax notices, and amending the budget documents to account for the change. Vice Mayor Lea Powers what is the projected timeframe to have the tax information issued. The City Manager replied that Hollie Verran, Director of Finance, is working on a timeline and anticipates it will be approximately three weeks to one month.
