CITY COUNCIL MEETING
November 4,2025
CALL TO ORDER:
The City of Bristol; Tennessee City Council meeting was called to order by Mayor Vince Turner on
Tuesday; November 4, 2025; at 6:00 P.M. in the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Vince Turner; Vice Mayor Lea PowerS; Councilwoman Rae Akard; Councilwoman
Margaret Feierabend; and Councilman Matt Slagie.
Others Present: City Manager Kelli Bourgeois; City Attorney Danielle Smith; City Recorder Mary Lee
WilliamS; Director of Community Development and Planning Cherith Young; Director of General Services
Russeil Whitaker; Fire Chief Mike Carrier; Director of Community Relations Jon Luttrell; Director of Parks
and Recreation Mike MainS; Director of IT Greg CrosS; IT Network Technician Nick Fugate; and other
members of City staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Fire Chief Mike Carrier gave the invocation; and Councilman Matt Slagle led the pledge of allegiance.

PROCLAMATIONS AND RECOGNITIONS:
Small Business Saturday - Vice Mayor Lea Powers presented a proclamation designating November 29,
2025 as Small Business Saturday. Maggie Elliott; Executive Director of Believe In Bristol along with their
Marketing Director; Emily Champagne; were present to accept the proclamation. Ms. Elliott thanked
Council for taking the time to recognize Small Business Saturday; and for continued support of the small
business community that gives Bristol its heartbeat. She added that while the statistics presented were
impressive; what they really represent are people. The shop owners who unlock their doors early every
morning; the servers who greet regulars by name; the entrepreneurs who took a risk to turn their ideas
into a storefront on State Street are the faces behind those national figureS; and they are the reason this
day of recognition matters small business. It is not just about one Saturday in November or just about
downtown; but about building habits all year long; remembering that every purchase or service chosen
locally fuels Bristol's economy and helps our downtown stay vibrant and unique. When people shop
small; they are not only helping business ownerS; but they are also helping to preserve the historic
buildingS; the arts and culture; and the sense of place that make our community.
Ms. Champagne encouraged everyone to make a point to visit their favorite local spotS; discover new
oneS; post a photO; bring a friend; and share the story of a business they love. On behalf of the
merchants; entrepreneurs and the Believe In Bristol board and staff she thanked the City for shining a
