Minutes of the Bristol Tennessee City Council Work Session November 18, 2025 The City Council work session was brought to order by Mayor Vince Turner on Tuesday, November 18, 2025, at 6:00 P.M. in the conference room of the Ewell Easley Municipal Annex. Members of City Council present included Mayor Vince Turner, Councilwoman Rae Akard, Councilwoman Margaret Feierabend, and Councilman Matt Slagle. Vice Mayor Lea Powers was absent. City staff members present included City Manager Kelli Bourgeois, City Attorney Danielle Smith, Director of Administration Mary Lee Williams, Director of Planning Services Cherith Young, Director of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, Director of Public Works Brian Ramsey, Finance Director Hollie Verran, Director of Utilities Mark Quickel, Finance and Customer Service Manager Terra Lawson, and IT Network Technician Nick Fugate. The agenda for the meeting included the following items for discussion, with no formal action being taken.
