CITY COUNCIL MEETING
December 2,2025
CALL TO ORDER:
The City of Bristol, Tennessee City Council meeting was cailed to order by Mayor Vince Turner on
Tuesday, December 2, 2025, at 6:00 P.M. in the Slater Center Auditorium.
ROLL CALL:
Present: Mayor Vince Turner, Vice Mayor Lea Powers, Councliwoman Rae Akard, Councilwoman
Margaret Feierabend, and Councilman Matt Slagie.
Others Present: City Manager Kelii Bourgeois, City Attorney Danielle Smith, City Recorder Mary Lee
Williams, Director of Community Development and Planning Cherith Young, Director of General Services
Russell Whitaker, Director of Economic Development Tom Anderson, Police Chief Matt Austin, Director
of Community Relations Jon Luttrell, Director of Parks and Recreation Mike Mains, Director of IT Greg
Cross, Director of Finance Hoilie Verran, and other members of City staff.
INVOCATION AND PLEDGE OF ALLEGIANCE:
Police Chief Matt Austin gave the invocation, and Councliwoman Rae Akard led the pledge of allegiance.

PROCLAMATIONS AND RECOGNITIONS:
Recognition - Police Chief Austin was honored to recognize an extraordinary act of courage and
compassion of a woman who saved the life of a small child in Middlebrook Lake. On October 14, 2025,
officers were dispatched to the vicinity of 304 Redstone Drive regarding a child approximately three
years old who was seen wandering around by himself. Cassandra Widner noticed the child and tried to
engage him, but the child took off running. Ms. Widner called to report the danger the child was in. She
followed behind the child and observed him jump into Middlebrook Lake. Fearing for the child's safety,
Ms. Widner jumped into the lake and rescued the child. Her swift and decisive actions ultimately
safeguarded the child from severe injury or potentially worse outcomes. Due to her heroic and selfless
actions that exemplify the highest standards of civic responsibility, the City of Bristol commended
Cassandra Widner and presented her with a Citizen Appreciation Award noting that her willingness to
step forward when it mattered most reflects the very best of our community.

Mr. Curt Rutherford, Chief Facilities Maintenance Officer, presented the report. He began by thanking
community supporters and recognizing the Family Resource Center, run by Kay Ward. Through the
