MINUTES OF DECEMBER 14, 2015 BRISTOL, TENNESSEE/VIRGINIA REGIONAL WASTEWATER SYSTEM SEWER OVERSIGHT COMMITTEE MEETING A scheduled meeting of the Sewer Oversight Committee was held Monday, December 14, 2015 at 7:30 A.M. at Wastewater Treatment Plant in the Compost Production Facility meeting room. Present: Bristol, Tennessee Mr. Jack Young, City Council Member (Voting Member) Ms. Lea Powers, Mayor (Voting Member) Mr. William L. Sorah, City Manager, Committee Chairman Mr. Timothy Beavers, Director of Public Works Ms. Tara Musick, Director of Finance Mr. David St. John, Utility Services Manager Bristol, Virginia Mrs. Catherine Brillhart, City Council Member (Voting Member) Mr. Donald Bowman, BVU Authority President, Committee Vice Chairman Mr. Christopher Hall, BVU Key Account Manager Mr. Philip King, BVU Authority Manager of Water and Wastewater Engineering Mauldin & Jenkins Certified Public Accountants, LLC Mr. Matt Hill Severn Trent Services Mr. Bill Davidson, Assistant Project Manager Mr. Matthew Dake, Project Manager Prepared By: Matthew Dake, Severn Trent Services Minutes – Sewer Oversight Committee December 14, 2015 I. CALL TO ORDER Mr. Sorah chaired and opened the meeting. II. APPROVAL OF MINUTES Mrs. Brillhart moved to approve the minutes of the September 21, 2015 meeting. Mr. Young seconded the motion and it was unanimously approved without discussion. III. OLD BUSINESS There was no old business. IV. NEW BUSINESS A. Financial Report for Fiscal Year Ending June 30, 2015 Mr. Hill reviewed the Fiscal Year 2014 Financial Audit included in the packet. Discussion ensued. No action was required. B. Consideration of the Annual Operations and Maintenance Report Proposal Mr. Sorah reviewed the Annual Operations and Maintenance Report Proposal included in the packet. Mr. Young moved to accept the proposal. Ms. Powers seconded the motion and it was unanimously approved after discussion. C. Cedar Creek Joint Sewer Interceptor Project Update Mr. Beavers reviewed the Cedar Creek Joint Sewer Interceptor Project Update included in the packet. Discussion ensued. No action was required. VI. REPORTS A. Plant Operations Mr. Dake reviewed the Operating Summary included in the packet. Discussion ensued. No action was required. B. Industrial Monitoring 1. Quarterly Summary Mr. Dake reviewed the Industrial Pretreatment Program report included in the packet. Discussion ensued. No action was required. 2. Semi-Annual Report Mr. Dake reviewed the Semiannual Industrial Pretreatment Report included in the packet. Discussion ensued. No action was required. 2 Minutes – Sewer Oversight Committee December 14, 2015 C. Financial Ms. Musick reviewed the Joint Sewerage System report included in the packet. Discussion ensued. No action was required. VI. ADJOURNMENT The next Sewer Oversight Committee meeting is scheduled for March 21, 2016 at the wastewater treatment plant. Sorah Chairman SUBJECT: SEMI-ANNUAL INDUSTRIAL PRETREATMENT REPORT Attached you will find a copy of the Semi-Annual Industrial Pretreatment Report. Staff will review the report with the committee. Sorah JOINT SEWER OVERSIGHT COMMITTEE Memorandum #15-09 December 3, 2015 TO: Sewer Oversight Committee Members FROM: William L. Sorah Chairman SUBJECT: NEW BUSINESS ANNUAL OPERATIONS AND MAINTENANCE REPORT PROPOSAL As you are aware, the cities and Severn Trent Environmental Services, our contract operator, jointly select and fund a third-party evaluation of plant operations. The attached correspondence from W.K. Dickson & Co., Inc. details their proposed scope of work. This includes an evaluation of Severn Trent’s performance of operations and maintenance of the following areas:  Safety  Laboratory  Plant Operation & Housekeeping  Maintenance  Solids Handling  Industrial Pretreatment Program  Capital Improvement Program  Sinking Creek Pumping Station Operation & Maintenance (Jointly Owned by Cities) Their findings will be presented to the oversight committee at the March 2016 meeting. They propose to perform this evaluation for a sum not to exceed $12,000. Staff recommends approval. ___________________________________________ William L.
