Roll Call attendance taken as follows: Commission Members present: Chairperson C.P. Hall II and Commissioner Timothy Heilenbach Commissioner Members Absent: Commissioner Ray Williamson Also in Attendance: Village Attorney Adam Durkin, Fire Chief James Adams, and HR Manager Brad Mitchell PUBLIC COMMENT: None OMNIBUS AGENDA Approval of Minutes: Fire and Police Commissioners Regular Meeting held on August 21, 2023. Motion by Chairperson C.P. Hall II, seconded by Commissioner Heilenbach to approve the regular meeting minutes from August 21, 2023. Upon roll call, the motion carried as follows: Ayes: Chairperson C.P. Hall II and Commissioner Heilenbach. Nays: None. Abstain: None. Absent: Commissioner Williamson. Discussion Items: A. Conference Call with attorney from the Illinois Fire Police Commissioners Association to discuss BFPC rules. A discussion was held between John Broihier, attorney for the Illinois Fire and Police Commissioners Association, Village Attorney Adam Durkin, and the Commissioners to discuss the recently approved BFPC rules. Topics of discussion included Village’s role in the testing and hiring process; records will remain the property of the Village; liability; and lateral transfer. B. Final Promotional Eligibility Register for Sergeant in the Police Department is set to expire on January 6, 2024. The Commissioners agreed to post the notice of testing on or around November 1, 2023 for testing to occur in the first quarter of 2024. Register for Entry Level Firefighter/Paramedic – Hiring Status HR Manager Mitchell reported on the hiring status of the current firefighter candidate. D. Register for Entry Level Police Officer – Hiring Status HR Manager Mitchell reported that there are no candidates currently in the hiring process but anticipates hiring towards the end of the year in advance of the next police academy. Pursuant to Section 2 (c) (1) of the Open Meetings Act to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific Village employees. a. No need for executive session on September 6, 2023. Next Meeting The Commissioners agreed to meet next on Wednesday, October 4, 2023 at 6:00 p.m. Adjournment Motion by Chairperson C.P. Hall II, seconded by Commissioner Heilenbach, to adjourn the September 6, 2023 meeting of the Fire and Police Commissioners at 4:55 P.M.
