NOTICE OF A PUBLIC MEETING OF THE
HISTORIC PRESERVATION COMMISSION
OF THE CITY OF BROWNSVILLE
Pursuant to Chapter 551, Title 5 of the Texas Government Code, the Texas Open Meetings Act, notice is hereby given that the
Historic Preservation Commission (HPC) of the City of Brownsville, Texas, has scheduled a Regular Meeting, on Friday,
December 10, 2021 at 12:00 P.M., in the Brownsville Public Library – Main Branch, 2600 Central Blvd., Brownsville,
Cameron County, Texas, 78520.
Pursuant to Section 551.127, Texas Government Code, one or more Commissioners or employees may attend this meeting remotely
using videoconferencing technology. The video and audio feed of the videoconferencing equipment can be viewed and heard by

Members of the public who submitted a “Public Comment Form” will be permitted to offer public comments as provided by the
agenda and as permitted by the presiding officer during the meeting.

The first ten (10) speakers who register to speak no later than noon the day before the meeting will be allowed a three-minute
allotment to address their concerns regarding items not posted on the agenda.

SWEENEY APARTMENTS – NEW STACKED DUPLEX

Request: Construction of the two-story building following the historic design comprised by a stacked duplex.
Applicant: Guadalupe Villarreal.
City Staff: Juan Velez, Historic Preservation Office, 956-548-6142.
Staff recommendation: The building show a symmetrical façade to E. Adams St. Rear façade: Design it as
symmetrically as possible. Right window on first floor to be aligned with the right window located on the second
floor. Wood door comprised by quarters (Spanish style).
Approval following staff recommendations.

EL RANCHO GRANDE HOTEL SITE – CIELO VISTA APARTMENT COMPLEX
District D4
Request: Apartment complex comprised by seven three-story (168 units) structures. The complex will have three
different building types with one, two, and three bedrooms. Facades will show brick veneer, EIFS (synthetic
stucco), fiber cement trim wrapped columns, and low profile membrane roof hidden behind the parapets. The
club/leasing center will be a one-story structure, pitch roof, and EIFS/brick veneer façade.
