CITY OF BRUSH!
MINUTES OF THE SEPTEMBER 26, 2016 – REGULAR CITY COUNCIL MEETING
The City Council of the City of Brush, Colorado met in regular session on September 26, 2016.
Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at
Brush City Hall. The pledge of allegiance was given.
Present on roll call were: Mayor Chuck Schonberger
Councilor Jeanine Anderson
Councilor Rick Bain
Councilor Marlene Baker
Councilor Heath Becker
Councilor Kimberly Dykes
Councilor Vicky Quinlin
Absent: None.
Also present were City Administrator Monty Torres, City Attorney Bo Chapin, Assistant City
Administrator Karen Schminke, Public Works Director Dale Colerick, Finance Director Joanne
Gosselink, Police Chief Travis Anderson, Community Service Director Lance Schwindt, and City
Clerk Andrea Strand.
MINUTES
The minutes of the regular meeting of September 12, 2016, were approved as submitted.
VISITORS AND DELEGATIONS
Kayla Castrup and Lacey Garrett speaking on behalf of Keep The Beet Alive, the committee for
the Brush School District Mill Levy Override, provided a presentation to City Council asking for
support on November 8, 2016, Ballot issues 3B and 3C. City Council directed a Resolution of
support be placed on the next agenda.
MANAGEMENT
First Reading of Ordinance No. 849-16, An Ordinance Amending Section 8-4-30 of Brush
Municipal Code Related to Golf Cars Crossing State Highways
Councilor Bain introduced Ordinance No. 849-16, An Ordinance Amending Section 8-4-30 of
Brush Municipal Code Related to Golf Cars Crossing State Highways. Councilor Quinlin
offered a motion, second by Councilor Dykes to adopt Ordinance No. 849-16 on first reading
and publish in full.
The roll call vote was unanimous.

First Reading of Ordinance No. 850-16, An Ordinance Amending Article 1, Part 1 of the
Model Traffic Code for Colorado (2003) Authorizing the Operation of Off-Highway
Vehicles on City Streets and Alleys for Snow Removal
Councilor Dykes introduced Ordinance No. 850-16, An Ordinance Amending Article 1, Part 1 of
the Model Traffic Code for Colorado (2003) Authorizing the Operation of Off-Highway Vehicles
on City Streets and Alleys for Snow Removal. Councilor Quinlin offered a motion, second by
Councilor Anderson to adopt Ordinance No. 850-16 on first reading and publish in full.
The roll call vote was unanimous.
FINANCE
City Disbursements
Councilor Quinlin moved, second by Councilor Anderson to approve City bills from September
12-26, 2016. The roll call vote was unanimous.

2017 BUDGET LINE ITEMS PRESENTED BY DEPARTMENT HEADS
Department Directors presented line item requests for consideration in the 2017 Budget.
Finance Director Gosselink stated that a preliminary budget would be presented at the October
10, 2016, council meeting and capital outlay projects would be presented at the October 24,
2016, council meeting.
STAFF REPORTS
Finance Director Gosselink
• Flu shots will be available for City employees, families and council members on October
4, 2016, at Brush Family Medicine Clinic. Cost is $25.
Community Service Director Schwindt
• Thanked the City staff who helped set up the tent for the Brush Oktoberfest.

Public Works Director Dale Colerick
• Provided an update on the Downtown Project Phase 4, clean up of the streets to end by
the first week of October. The project will start again in March 2017.
• Fall clean-up starts the first week of October and runs through the end of November.
Citizens may bag their leaves and place with their regular trash pick-up day. Tree
branches should be bound in easy to pick up bundles. Do not rake or blow leaves into
the street.
Community Development Director Schminke
• 2 single family home building permits have been issued. A total of 3 for the year.
City Clerk Strand
• Read upcoming meetings and announcements.
MAYOR AND COUNCIL
Mayor Schonberger
• Thanked City staff for their work at the Oktoberfest
Councilor Anderson
• Received requests from two people wishing to participate in the 50/50 sidewalk program.
Councilor Bain
• The City and Towns week participation was a success. Commented that even the
kindergarten kids had great ideas for the City.
