CITY OF BRUSH!
MINUTES OF THE NOVEMBER 5, 2018 – REGULAR CITY COUNCIL MEETING
The City Council of the City of Brush, Colorado met in regular session on November 05, 2018.
Mayor Charles R. Bain called the meeting to order at 6:00 p.m. The meeting was held at Brush
City Hall. The pledge of allegiance was given.
Present on roll call were: Mayor Charles R. Bain
Councilor Jeanine Anderson
Councilor Marlene Baker
Councilor Daniel R. Scalise
Councilor Dana Sherman
Absent: Councilor Heath Becker
Councilor Vicky Quinlin
Also present were City Administrator Monty Torres, City Attorney Bo Chapin, Police Lieutenant
Corey Hardy, Finance Director Joanne Gosselink, and City Clerk Andrea Strand.
MINUTES
The minutes of the regular meeting of the October 22, 2018, were approved as submitted.
VISITORS AND DELEGATIONS
The Mayor stated that citizens are invited to speak to the Council on items that are not on the
agenda. There is a 3 minute time limit per person, unless otherwise noted by the Mayor.
Please note that no formal action will be taken on these items during this time due to the open
meeting law provision; however, they may be placed on a future posted agenda if action is
required.
There was no comments from the public.

CITY DISBURSEMENTS
Councilor Sherman moved, second by Councilor Scalise to approve City bills from October 22-
November 5, 2018. The motion was approved unanimously by roll call vote.
General Fund $ 59,135.56
Fire Equipment Fund $ 1,850.95
Water Fund $ 7,185.36
Trash and Garbage Fund $ 5,187.73
Waste Water Fund $ 17,271.15
Storm Water Fund $ 1,064.76
Golf Course Fund $ 9,803.11
Payroll $ 66,597.86
Payroll Liability and Cafeteria $ 36,038.88
Disbursements Total $ 204,144.36
RESOLUTION NO. 2018-19 SUPPLEMENTAL BUDGET
Finance Director Gosselink presented a 2018 Supplemental Budget Resolution.
Councilor Scalise offered a motion, second by Councilor Sherman to approve Resolution 2018-
19 a Supplement Budget; it was approved unanimously by roll call vote.
Budget Retreat on November 14, 2018
Discussion was held and Councilor Scalise offered a motion, second by Councilor Baker to start
the budget retreat at 5:30 p.m. on November 14, 2018. A light meal will be provided. It was
approved unanimously.
STAFF REPORTS
Police Chief update by Monty Torres
He announced that Derek Bos was selected as the police chief and given a conditional offer.
He was selected through a number of community panels and background investigations and
testing are proceeding. He hopes to have the swearing in of the new police chief on November
26 or December 10.
Finance Director Gosselink
The budget retreat packet will be delivered on Friday.
Police Lieutenant Hardy
Announced that the officers are now all equipped with body cameras.

City Clerk Strand
Announced upcoming meetings and other announcements.
A Special Election for Ward 3 will be held on December 11, 2018. Absentee ballots can
be requested through the City Clerk’s Office.
Administrator Torres
Referenced a letter received by the Brush Rural Fire Protection District
MAYOR AND COUNCIL REPORTS
Councilor Anderson
Would like to see more department heads at the regular meetings.
Councilor Scalise
Would like to see the new police officers introduced at a council meeting.
Councilor Sherman
Reported on a recent Partnering for Progress meeting.
Executive Session for the purpose of the annual review of the City Administrator
pursuant to C.R.S. 24-6-402(4) (f).
At 6:15 p.m. Councilor Scalise offered a motion to enter into executive session for the purpose
of the annual review of the City Administrator pursuant to C.R.S. 24-6-402(4)(f). His motion was
seconded by Councilor Sherman and was approved unanimously.
Upon returning to the open session, Mayor Bain announced that the time was 7:08 p.m., and
the executive session had been concluded. The participants in the executive session were:
Mayor Bain, Councilors Anderson, Baker, Scalise, Sherman and Administrator Monty Torres.
Mayor Bain stated for the record, if any person who had participated in the executive session
believed that any substantial discussion of any matters not included in the motion to go into the
executive session occurred during the executive session in violation of the Open Meetings Law,
to state their concerns for the record.
Councilor Sherman offered a motion, second by Councilor Anderson to support the City
Administrators military duties and asked for a monthly calendar and also approve a vehicle
allowance of $400 per month and reimburse mileage out of county. It was approved
unanimously by roll call vote.
Councilor Sherman offered a motion, second by Councilor Scalise to review compensation for
the administrator at the budget retreat. It was approved unanimously by roll call vote.

At 7:12 p.m. Councilor Scalise offered a motion to enter into executive session for the purpose
of the annual review of the City Clerk pursuant to C.R.S. 24-6-402(4)(f). His motion was
seconded by Councilor Sherman and was approved unanimously.
Upon returning to the open session, Mayor Bain announced that the time was 7:34 p.m., and
the executive session had been concluded. The participants in the executive session were:
Mayor Bain, Councilors Anderson, Baker, Scalise, Sherman and Clerk Andrea Strand. Mayor
Bain stated for the record, if any person who had participated in the executive session believed
that any substantial discussion of any matters not included in the motion to go into the executive
session occurred during the executive session in violation of the Open Meetings Law, to state
their concerns for the record.
No action was taken.
ADJOURNMENT
The November 5, 2018, meeting adjourned at approximately at 7:35 p.m.
