CALL TO ORDER
Mayor Holly Sierra called the meeting to order at 6:00 p.m.

PUBLIC COMMENTS
Judith Dale, Buellton, announced the Second Annual “Meals on Wheels” Golf
Tournament on November 21 at 9:00 a.m. at Zaca Creek Golf Course.

2. List of Claims to be Approved/Ratified for Payment to Date for Fiscal Year 2015-16
MOTION:
Motion by Council Member Baumann, seconded by Council Member Elovitz, approving
Consent Calendar Items 1 and 2 as listed.

Resolution No. 15-26 – “A Resolution of the City Council of the City of Buellton,
California, Denying the Appeals and Approving the Mitigated Negative Declaration
(15-MND-01) and Mitigation Monitoring and Reporting Program for the Live Oak
Lanes Project Which Includes a Bowling Alley/Entertainment Center and
Warehouse Facility on 5.08 Acres Located at 39 and 41 Industrial Way, Assessor’s
Parcel Numbers 099-690-045 and 099-690-046”
Resolution No. 15-27 – “A Resolution of the City Council of the City of Buellton,
California, Denying the Appeals and Approving the Final Development Plan (13-
FDP-03), Lot Line Adjustment (13-LLA-02) and Conditional Use Permit (13-CUP-
02) for the Live Oak Lanes Project, Which Includes a Bowling Alley/Entertainment
Center and Warehouse Facility on 5.08 Acres Located at 39 and 41 Industrial Way,
Assessor’s Parcel Numbers 099-690-045 and 099-690-046”
STAFF REPORT:
City Manager Bierdzinski announced that this item has been continued to the City
Council meeting of January 28, 2016.

Mayor Sierra opened the Public Hearing at 6:05 p.m.
MOTION:
Motion by Vice Mayor Andrisek, seconded by Council Member Baumann continuing the
Public Hearing regarding this item to the Council meeting of January 28, 2016.

COUNCIL MEMBER COMMENTS/ITEMS
Mayor Sierra announced the Chamber Mixer will be held next Wednesday, November 18
at Classic Party Rental. Participants are requested to bring a can a food for donation to
the Food Bank.
Mayor Sierra requested that when the discussion item regarding MNS Engineers is
brought to Council on January 14, that billing information be provided for both public
and private projects. She requested that seven years of billing information be provided
with detail breakdown for the past two years.
Vice Mayor Andrisek thanked the Santa Barbara County Sheriff’s Department for
successful resolution of the incident at a local service station.

COMMITTEE REPORTS
Vice Mayor Andrisek announced that he attended the Chamber of Commerce Economic
Development Committee meeting and provided an oral report for the record.
BUSINESS ITEMS
4. Briefing Regarding Storm Preparations for El Nino
Public Works Director Hess provided an update regarding the City’s storm preparations
in anticipation of El Nino.
The Council discussed the City’s storm preparations.
Judith Dale, Buellton, requested that staff look into removing the willows in Zaca Creek.
Public Works Director Hess stated there are environmental concerns with trimming the
willows.
CITY MANAGER’S REPORT
City Manager Bierdzinski provided an informational report to the City Council.
CLOSED SESSION ITEMS
5. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION
Significant exposure to litigation based on existing facts and circumstances pursuant to
Government Code section 54956.9(d)(2) – one case.
The City Council met in closed session to discuss anticipated litigation. No reportable
action was taken.

ADJOURNMENT
Mayor Sierra adjourned the regular meeting at 7:05 p.m. The next regular meeting of the
City Council will be held on Thursday, December 10, 2015 at 6:00 p.m.
