Mayor Sierra called the meeting to order at 6:00 p.m. via Zoom.

Motion by Council Member Andrisek, seconded by Council Member Sanchez, approving
Consent Calendar Items 1 through 6 as listed.

7. Ordinance No. 20-08 – “An Ordinance of the City Council of the City of Buellton,
California, Revising Title 15 and Chapter 15.01 of the Buellton Municipal Code
Pertaining to Storm Water Management and Discharge Control” (Introduction and
First Reading)
RECOMMENDATION:
That the City Council consider the introduction and first reading of Ordinance No. 20-08.
STAFF REPORT:
Public Works Director Hess presented the staff report.
SPEAKERS/DISCUSSION:
The Council requested that staff ensure that storm drain inlets operate effectively so there
is no flooding during heavy rainfall.
Mayor Sierra opened the public hearing at 6:11 p.m. There being no public comment,
Mayor Sierra closed the public hearing at 6:12 p.m.

MOTION:
Motion by Council Member Sanchez, seconded by Council Member Andrisek approving
the introduction and first reading of Ordinance No. 20-08 – “An Ordinance of the City
Council of the City of Buellton, California, Revising Title 15 and Chapter 15.01 of the
Buellton Municipal Code Pertaining to Storm Water Management and Discharge Control”
by title only and waive further reading.

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Sanchez requested the speed humps on the Avenue of Flags be turned
into speed bumps.
Mayor Sierra thanked the Buellton Rotary for cleaning up trash on McMurray Road.
Mayor Sierra announced the drive-in movie at the Willemsen property is scheduled for
November 20. Mayor Sierra announced the annual Holiday Bazaar is scheduled for
Saturday, November 14 at River View Park. Mayor Sierra stated the next community clean-
up day is February 13, 2021.

COMMITTEE REPORTS
Council Member Sanchez stated that he attended the Arts and Culture Committee meeting
and provided an oral report for the record.
Mayor Sierra announced that she attended the Green Team meeting and provided an oral
report for the record.

8. Approval of Arts and Culture Project Application:
A. Rock Class Project
RECOMMENDATION:
That the City Council consider approving $7,053 to fund the Rock Class Project.
STAFF REPORT:
Recreation Supervisor Abello presented the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed whether Buellton home school students would be able to take
part in the project. Recreation Supervisor Abello stated that all Buellton students would
be able to take part in the project and that the Buellton Recreation Center will publicize the
project.

Motion by Council Member Sanchez, seconded by Mayor Sierra, approving the amount of
$7,053 to fund the Rock Class Project.

9. Ordinance No. 20-07 - “An Ordinance of the City Council of the City of Buellton,

Village – Mixed-Use Development Project, Located at 480 Avenue of Flags and
Authorizing Execution of the Agreement by the City Manager” (Second Reading)
RECOMMENDATION:
That the City Council consider adoption of Ordinance No 20-07.

20-07 – “An Ordinance of the City Council of the City of Buellton, California, Approving

Development Project, Located at 480 Avenue of Flags and Authorizing Execution of the
Agreement by the City Manager” by title only and waive further reading.

10. Update on the Comprehensive Energy Project by ENGIE Services US (ENGIE)
RECOMMENDATION:
That the City Council receive the information presented by ENGIE representatives.
STAFF REPORT:
City Manager Wolfe presented the staff report.
SPEAKERS/DISCUSSION:
Ashu Jain, Senior Manager at ENGIE Services U.S. discussed the proposed solar panel
structures and provided a PowerPoint presentation for the record.
The City Council discussed the following issues:
Whether dust and dirt will affect the operation of the panels
Adding additional lights to the contract in areas of the City that need lighting

DIRECTION:
The City Council agreed by consensus to have staff agendize discussion of an agreement
with ENGIE Services U.S. at the December 10, 2020 Council meeting.
11. Consideration of Funding Allocation for Repair of HVAC at Thompson/Cypert
Gymnasium at Jonata Middle School
RECOMMENDATION:
That the City Council consider a contribution in the amount of $4,126.50 towards the repair
of the Thompson/Cypert Gymnasium HVAC system.

The City Council discussed how future gymnasium repairs will be handled between the
City and the School District.

staff fund repair of the HVAC system at the Thompson/Cypert Gymnasium in the amount
of $4,126.50.

12. Discussion Regarding Flag Pole on Median 2
Council Member King joined the Council meeting via Zoom at 7:15 p.m.
RECOMMENDATION:
That the City Council discuss alternatives related to the Flag Pole on Median 2 and direct
staff accordingly.
STAFF REPORT:
City Manager Wolfe presented the staff report.
Mike Olsen, Structural Engineer at Tetra Tech, provided background information for
reconstructing the original flag pole, the liability associated with restoring the original flag
pole, and he discussed various options for replacing the flag pole.
SPEAKERS/DISCUSSION:
The City Council discussed salvaging the original flag pole to be repurposed on Median 2,
and that it recognize Kris Klibo, who constructed the original flag poles on the Avenue of
Flags.

MOTION:
Motion by Council Member Sanchez, seconded by Mayor Sierra directing staff to have a
new flag pole fabricated to match the original flag pole on Median 2 (alternative #3), with
estimated cost of $16,800 and have staff agendize a future item to discuss repurposing the
original flag pole that recognizes Kris Klibo on the Avenue of Flags.

13. Discussion Regarding Security Cameras at City Parks
RECOMMENDATION:
That the City Council discuss the need and costs for security systems at all City Parks and
provide direction to staff.

Public Works Director Hess presented the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed the following issues:
Damage to City Parks
Lease versus purchase options for security cameras
Installing live cameras that are accessible for viewing by the public

to purchase security systems for all three City Parks.
