CALL TO ORDER
Mayor King called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present: Council Members Hudson Hornick, David Silva, Vice Mayor John
Sanchez, and Mayor Dave King
Absent: Council Member Elysia Lewis
Staff: City Manager Scott Wolfe, City Attorney Greg Murphy (Via
Zoom), Public Works Director Rose Hess, Planning Director
Andrea Keefer (Via Zoom), and City Clerk Linda Reid
REORDERING OF AGENDA
City Manager Wolfe announced that Items 6 and 12 will be removed from the agenda and
placed on future Council meeting agendas.
PUBLIC COMMENTS
A.J. Tarman, Buellton, requested traffic enforcement along Highway 246 to slow vehicle
speeds through Buellton.
Holly Sierra, representing Friends of the Library presented the results from the Summer
Reading Program and spoke about various fundraising efforts.
John Dorwin, Buellton, spoke about the HUB Project and presented a handout for the
record regarding potential debris flow at the project site.

MOTION:
Motion by Council Member Silva seconded by Council Member Hornick, approving
Consent Calendar Items 1, 2, 3, 4, 5, and 7.

PRESENTATIONS

PUBLIC HEARINGS

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Hornick questioned Assembly Bill 43 and it’s relation to slowing traffic
on Highway 246. The Council agreed by consensus to agendize this item for further
discussion.
Council Member Hornick requested that staff budget shade structures at River View Park.
Council Member Hornick requested that staff look into adding a crosswalk between
Rancho de Maria and Flying Flags RV Resort and Campground.

Council Member Hornick discussed how food truck night could become a monthly event
in Buellton and the Council agreed by consensus to agendize this item for further
discussion.

Council Member Silva requested that staff look into the purchase of a second speed trailer.
Council Member Silva requested that staff begin using Instagram and the Council agreed
by consensus to agendize this item for further discussion.
Council Member Silva requested that the list of proposed grants being sought be provided
to Council on a quarterly basis.
Council Member Silva questioned whether the landscape rebate funds can be applied to the
use of low flow appliances.
Council Member Silva questioned whether the City has a policy for using certain
organic/non-toxic pesticides.
Vice Mayor Sanchez announced that Jeff Olsson, owner of Industrial Eats passed away on
September 2, 2023 and Vice Mayor Sanchez recognized Mr. Olsson’s life and all that he
did in Buellton.
Vice Mayor Sanchez thanked Holly Sierra for her dedication to the Friends of the Library.
Vice Mayor Sanchez noticed that vehicles are slowing as they enter the City of Buellton
from the west, due to police presence and the digital speed signs.

COMMITTEE REPORTS
Council Member Silva announced he attended the Green Team meeting and provided an
oral report for the record.
Mayor King stated that he and Council Member Silva, along with staff members attended
the California Joint Powers Insurance Authority’s Annual Conference in Carlsbad and said
it was a great event.
Mayor King announced that he attended the Santa Barbara County Association of
Governments (SBCAG) North County Sub-Regional Planning Committee meeting and
provided an oral report for the record.

Vice Mayor Sanchez stated that he attended the Santa Ynez Valley Community
Aquatics Foundation board meeting and provided an oral report for the record. Vice Mayor
Sanchez received Council consensus to agendize discussion for helping to fund an Aquatics
Director position to manage fundraising for the new pool.

8. Discussion and Possible Approval of Fall Fest Carnival on the Avenue of Flags and
Consideration of Funding Request for the Event
RECOMMENDATION:
That the City Council consider approval of the Fall Fest event application and funding
request.
STAFF REPORT:
Planning Director Keefer presented the staff report.
SPEAKERS/DISCUSSION:
Applicant Andres Nunos discussed the Fall Fest application and answered questions from
the Council regarding the event.

Motion by Vice Mayor Sanchez, seconded by Council Member Silva, approving the Fall
Fest event on the Avenue of Flags.

9. Consideration of Arts & Culture Project Application: People Helping People Project
Proposal
RECOMMENDATION:
That the City Council consider approval of the People Helping People project proposal
regarding Hispanic Heritage Month in the amount of $5,000.
STAFF REPORT:
City Manager Wolfe presented the staff report.
SPEAKERS/DISCUSSION:
Adriana Reyes, Inclusion Program Coordinator and Erica Flores, representing People
Helping People, discussed the Hispanic Heritage Month Celebration and thanked the
Council for their support.

MOTION:
Motion by Vice Mayor Sanchez, seconded by Council Member Hornick, approving $5,000
to fund the Hispanic Heritage Month project. The motion was superseded by a subsequent
motion.
MOTION:
Motion by Council Member Silva, seconded by Council Member Hornick, approving
$7,000 to fund the Hispanic Heritage Month project.

Motion passed by a roll call vote of 3-1, with Mayor King voting no.

10. Ordinance No. 23-01 – “An Ordinance of the City Council of the City of Buellton,
California, Re-Adopting Chapter 8.12 of the Buellton Municipal Code Pertaining to
the 2022 California Fire Code as Adopted and Amended by the County of Santa
Barbara” (Introduction and First Reading)
RECOMMENDATION:
That the City Council consider the introduction and first reading of Ordinance No. 23-01
and direct staff to publish and notice this item for public hearing on October 12, 2023.

The City Council discussed the process of rebidding this project.

Mayor King adjourned the regular meeting at 8:00 p.m. The next regular meeting of the
City Council will be held on Thursday, September 28, 2023 at 6:00 p.m.
