City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of September 28, 2023 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor King called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Hudson Hornick, Elysia Lewis, David Silva, Vice Mayor John Sanchez, and Mayor Dave King Staff: Assistant City Attorney Stephanie Gutierrez (Via Zoom), Public Works Director Rose Hess (Via Zoom), Finance Director Shannel Zamora (Via Zoom), Planning Director Andrea Keefer, Lt. Mark Valencia, and City Clerk Linda Reid REORDERING OF AGENDA None PUBLIC COMMENTS John Dorwin, Buellton, requested that page 1 of the September 14, 2023 minutes be revised to replace the word “potential” with “actual” debris flow. A.J. Tarman, Buellton, requested traffic enforcement along Highway 246 to slow vehicle speeds through Buellton. CONSENT CALENDAR Council Member Silva requested and received consensus to pull Item 4 for discussion. Council Member Silva discussed the increased cost of law enforcement services and strained negotiations with the Santa Barbara County Sheriff’s Department. Council Member Lewis thanked all Sheriff Employees for their dedicated service to the City of Buellton. City Council Meeting Minutes Page 2 September 28, 2023 1. Monthly Treasurer’s Report – August 31, 2023 4. Agreement to Provide Law Enforcement Services MOTION: Motion by Council Member Hornick seconded by Mayor King, approving Consent Calendar Items 2 through 4 as listed and Item 1 revised to replace the word “potential” with “actual” debris flow. VOTE: Motion passed by a roll call vote of 5-0. Council Member Hornick – Yes Council Member Lewis – Yes as to Items 2, 3, and 4 and abstaining as to Item 1. Council Member Silva – Yes Vice Mayor Sanchez – Yes Mayor King – Yes PRESENTATIONS None PUBLIC HEARINGS 5. Resolution No. 23-19 – A Resolution of the City Council of the City of Buellton, California, Approving a One-Year Time Extension (23-TE-03) Request for Tentative Tract Map (TTM 31061) Located at the Southern Terminus of Industrial Way on Assessor’s Parcel Number 099-690-048” CONFLICT OF INTEREST: Council Member Hornick announced a conflict of interest with Item 5, due to the proximity of his residence to the proposed project location and left the dais at 6:11 p.m. RECOMMENDATION: That the City Council consider approval of Resolution No. 23-19. STAFF REPORT: Planning Director Keefer presented the staff report. SPEAKERS/DISCUSSION: The City Council clarified the legalities surrounding the approval of the one-year time extension and the potential flood hazard at the project site. City Council Meeting Minutes Page 3 September 28, 2023 Mayor King opened the public hearing at 6:15 p.m. John Dorwin, Buellton, discussed the proposed one-year project extension and provided various handouts for each Council Member, which were made part of the record. Gavin Moores and Ed St. George, Project Applicants, discussed the proposed one-year project extension and provided a presentation and handout for the record. Robert Byrd and Nancy Dorwin, Buellton, both discussed the potential flood hazard at the project site. There being no further public comment, Mayor King closed the Public Hearing at 6:58 p.m. DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Vice Mayor Sanchez, seconded by Council Member Lewis approving Resolution No. 23-19 – “A Resolution of the City Council of the City of Buellton, California, Approving a One-Year Time Extension (23-TE-03) Request for Tentative Tract Map (TTM 31061) Located at the Southern Terminus of Industrial Way on Assessor’s Parcel Number 099-690-048” VOTE: Motion passed by a roll call vote of 4-0. Council Member Lewis – Yes Council Member Sanchez – Yes Council Member Silva – Yes Mayor King – Yes Council Member Hornick returned to the dais at 7:00 p.m. COUNCIL MEMBER COMMENTS/ITEMS Council Member Lewis thanked the Council for supporting the Hispanic Heritage Month Celebration and stated it was a great event. Council Member Hornick requested that the Buellton Library hours be extended. Vice Mayor Sanchez stated that he attended the Hispanic Heritage Month Celebration and said it was well attended. WRITTEN COMMUNICATIONS None City Council Meeting Minutes Page 4 September 28, 2023 COMMITTEE REPORTS Council Members Hornick and Silva, Vice Mayor Sanchez and Mayor King announced that they attended the League of California Cities (LOCC) Annual Conference in Sacramento and that it was very informative. Vice Mayor Sanchez announced that he attended the Central Coast Water Authority (CCWA) board meeting and provided an oral report for the record. Mayor King announced that he attended the Santa Barbara County Association of Governments (SBCAG) board meeting and provided an oral report for the record. BUSINESS ITEMS 6. Sheriff’s Department Crime Statistics Report SPEAKERS/DISCUSSION: Santa Barbara County Sheriff’s Department Lt. Mark Valencia presented the crime statistics report and a handout for the record and answered questions from the City Council. The City Council thanked Lt. Valencia and his staff for their excellent service to the community. 7. Discussion on Cultural Heritage Recognition Observances RECOMMENDATION: That the City Council discuss this item and provide direction to staff. STAFF REPORT: Planning Director Keefer presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed the importance of recognizing different cultures and proposed an annual discussion regarding which proclamations will be presented each year. DIRECTION: The City Council agreed by consensus to agendize a discussion item in January of each year to determine which proclamations will be presented for the year.
