CALL TO ORDER
Mayor King called the meeting to order at 6:00 p.m.

REORDERING OF AGENDA
Mayor King requested and the Council agreed by consensus to continue Item No. 14 to the
Council meeting of June 27, so that Council Member Hornick can be present to discuss the
item.

Motion by Vice Mayor Silva seconded by Council Member Lewis, approving Consent
Calendar Items 1 through 7 as listed.

PRESENTATIONS
8. Presentation of Certificates to Recipients of the Norman and Gale Williams Buellton
Education Scholarships
Mayor King congratulated Marcelo Andrade and Mackenzie Peters, recipients of the
Norman and Gale Williams Buellton Education Scholarships for the 2024-2025 academic
year. Mackenzie Peters read her essay to the audience. Representatives from the Williams’
family spoke about the value of education and congratulated the scholarship recipients.
9. Proclamation Recognizing Juneteenth – June 19, 2024
Mayor King read the proclamation recognizing Juneteenth – June 19, 2024 and presented
the proclamation to Vashti Wilson. Ms. Wilson spoke about the importance of honoring
Juneteenth and thanked the Council for their support.
10. Proclamation Recognizing June 2024 as LGBTQIA + Pride Month
Mayor King read the proclamation recognizing LGBTQIA + Pride Month and presented
the proclamation to Lauren Lastra from SYV Pride. Ms. Lastra spoke about the importance
of honoring LGBTQIA + Pride Month and thanked the Council for their support.

Jules Bianco, Lompoc, spoke in support of the Pride proclamation and thanked the Council
for supporting LGBTQIA + Pride Month.
Carla Mead, Buellton, discussed the importance of honoring both Juneteenth and
LGBTQIA + Pride Month and thanked the Council for their support.
PUBLIC HEARINGS
11. Resolution No. 24-09 – “A Resolution of the City Council of the City of Buellton,
California, Regarding the Commitments and Publishing the Report Required by
Central Coast Water Authority Resolution Nos. 92-02 and 92-11”
RECOMMENDATION:
That the City Council consider approval of Resolution No. 24-09.

SPEAKERS/DISCUSSION:
Mayor King opened the public hearing at 6:31 p.m. There being no public comment,
Mayor King closed the Public Hearing at 6:32 p.m.

No. 24-09 – “A Resolution of the City Council of the City of Buellton, California,
Regarding the Commitments and Publishing the Report Required by Central Coast Water
Authority Resolution Nos. 92-02 and 92-11”

COUNCIL MEMBER COMMENTS/ITEMS
Vice Mayor Silva thanked the Council for supporting both LGBTQIA + Pride Month and
Juneteenth. Vice Mayor Silva requested that staff install signage at Village Park reminding
dog owners that all dogs must be kept on a leash while visiting the Park.

Mayor King announced that he attended the North County Sub-Regional Planning
Committee meeting and provided an oral report for the record.
BUSINESS ITEMS
12. Resolution No. 24-16 – “A Resolution of the City Council of the City of Buellton,
California, Calling and Giving Notice of the Holding of an Election that is Requested
to be Consolidated with the General Election to be Held on Tuesday, November 5,
2024 for the Submission to the Qualified Voters of the Question: Should the Buellton
General Plan be Amended Until December 31, 2036, to Expand the Area within the
Existing Urban Growth Boundary by Approximately 123 Acres (Allowing for
Potential Expansion of City Limits within the Expanded Area) but Prohibit Other
Changes to the City Limits or the Provision of Municipal Services Beyond the
Amended Urban Growth Boundary Line Except by Another Initiative Election?”
RECOMMENDATION:
That the City Council consider the adoption of Resolution No. 24-16.

SPEAKERS/DISCUSSION:
Correspondence regarding this item was received and made part of the record from the
following individuals:

The City Council discussed how City staff will work with County staff on any proposed
projects situated next to Buellton’s city limits.
Theresa Reilly, spoke on behalf of We Watch Board of Directors and read the Board’s
input letter into the record.
Supervisor Joan Hartmann spoke in support of the Urban Growth Boundary amendment as
presented by City Manager Wolfe. Ms. Hartmann provided background information on
the first Urban Growth Boundary in 2008 and thanked staff and the Council for spending
so much time on this important issue.

RECOMMENDATION:
That the City Council receive Ms. Weiss’ report and direct staff as appropriate.

SPEAKERS/DISCUSSION:
The City Council thanked Ms. Weiss for her presentation and discussed the importance of
assisting seniors and those dealing with aging family members.
