ADJOURNMENT Next meeting – October 5, 2024 This Agenda may be Amended Posted at Buena Vista Town Hall and www.buenavistaco.gov  MINUTES - HISTORIC PRESERVATION COMMISSION TOWN OF BUENA VISTA, COLORADO – August 1, 2024- 3:00 PM CALL TO ORDER At 3:05, Mary Therese called the meeting to order. ROLL CALL Commissioners Mary Therese Anstey, Jo Reese, Suzy Kelly, Nancy Locke, John O’Brien, and Bill Bryans attended. Joel Benson and Jamie Graves attended on behalf of the Town AGENDA ADOPTION Agenda was approved unanimously. APPROVAL OF MINUTES – July 11, 2024 The minutes were approved unanimously PUBLIC COMMENT None BUSINESS ITEMS MU-MS code revisions – Jamie and Joel reviewed the Town Attorney’s comments about the proposed revisions to the UDC. The HPC agreed to revise the third-floor minimum setback from 25’-0 to 15’-0. This issue will go before the Planning & Zoning Commission on September 4th, with Jamie making the staff presentation and John being in attendance to answer any questions. Building owners within the MU-MS zone district have been notified of this meeting. If P&Z agrees with the revisions and/or makes requests for minimal changes, then the next step will be to take the proposed code revisions to the Board of Trustees. The earliest this issue will appear before the BOT is October 8th. RR Depot platform damage – Mary Therese heard back from the Town about protection of the historic RR platform. Town will provide some rock barriers to prevent future damage and would consider some future signage. Mary Therese will create a draft sign to share with the HPC and Mayor, cc’ing Joel and Jamie. John will get a cost estimate for this sign. Update on Buena Vista as a future CPI on the Road location – Jo continues to work on this possible event and will coordinate with Lisa at BV Heritage to discuss. Nancy said she and Melanie are going to the CPI event in Steamboat Springs, and she will try to speak with someone from CPI at that session. Possible Wayfinding Signage discussion – John discussed the idea of going after a CLG or History Colorado non-completive grant to provide some historic signage. Joel noted that the locations of these signs would have to be carefully considered for traffic sight lines. John will bring some examples of what the signs could look like and locations for discussion to next meeting. Future Grant Application Planning – Mary Therese presented a draft scope of work and budget for an SHF grant to complete an historic context on Tourism in BV and shared a sample document she had prepared for the City of Pueblo. The HPC discussed the time period, geographic limits, themes, and resources most appropriate for inclusion in the historic context, with Bill noting the prudence of not continuing the time period up to the present day/ perhaps stopping in 1984 or another significant date. Suzy suggested the changes in town once the Climax mine closed. The HPC also discussed the timing of the grant cycle and steps necessary to receive funding consideration/ cash match from the town. Mary Therese will contact SHF to see if the draft scope and budget are appropriate for a grant application and continue to refine the time span and themes for the historic context. Updates from related organizations and general discussion – BV Heritage is having a jam- packed summer full of events. McGinnis Gym is starting restoration of the gym floor this month and Watershed noted that the preschool project received a $1 million dollar grant from DOLA. Next meeting – August 1, 2024 STAFF UPDATES Joel updated the HPC on upcoming development in town, including the Crossing subdivision where there will be six buildings north of the stone arch. Jamie informed the HPC that Chaffee County has started condemnation processes for the Pearl. It is unclear how long such a process will take and what steps it includes exactly, but actions may include erection of barriers and, ultimately, demolition. The HPC discussed the status of the Groys’ efforts to get an historic structure assessment (HAS) for the building, whether CPI might consider the Pearl for the Endangered Places list now, and the possibility of partial retention/ rehabilitation. Mary Therese agreed to contact Melanie to discuss the Pearl and the status of preservation efforts. ADJOURNMENT The meeting was adjourned at 4:30 pm.
