CALL TO ORDER II. ROLL CALL Mary Therese Anstey, Jo Reese, Suzy Kelly, Katy Welter, Bill Bryans, John O’Brien, and Nancy Locke attended in person. Susan Ramsdell and Rich Willard attended as members of the public. Jamie Graves attended as staff. III. AGENDA ADOPTION Suzy moved and Jo seconded a motion to approve the agenda as submitted. The motion carried unanimously. IV. APPROVAL OF MINUTES – August 1, 2024 Suzy moved and Nancy seconded a motion to approve the agenda as submitted. The motion carried unanimously. V. PUBLIC COMMENT VI. BUSINESS ITEMS A. Local Landmark Public Hearing: 420 W. Main Street Mary Therese led the discussion about the eligibility of 420 W Main Street for local landmarking. Based upon the application, the architectural inventory form prepared by Front Range Research Associates, and the letter of endorsement by History Colorado, Mary Therese recommends that the property is eligible for local landmarking in the following criteria: a -- exemplifies specific elements of an architectural style or period. i -- exemplifies cultural, political, economic, or social heritage of the community. Following discussion, Suzy moved and Jo seconded a motion to recommend to the Board of Trustees that 420 W. Main Street be eligible for local landmarking for the above-mentioned criteria. Local Landmark Interest: 36 Oak Street (Medical Clinic) Rich Willard described the property located at 36 Oak Street and solicited input on the pros and cons of local landmark designation. Katy described how local landmarking makes the property eligible for certain financial incentives, and also protection from demolition or alteration. Mary Therese described the process involved in locally landmarking a property. C. Report on P&Z hearing for MU-MS code revisions John shared that the revisions were accepted by the P&Z Commission and unanimously recommended to the Board of Trustees for adoption. This matter will come before the Trustees again on October 8, 2024. D. Survey Form/ Report Access Mary Therese provided a list of previously surveyed properties and HPC suggested corrections. Katy shared the Google file of survey PDFs. Discussion involved where to store all forms (electronically and/or hard copies) and how to assure the public and HPC members have online access. E. Site visit: History Colorado/ Office of Economic Development and Trade Katy gave an update that several representatives from OEDIT and History Colorado will be in town on Friday, September 20 from 9:30 to 11 to visit the McGinnis Gym and Grove preschool project. Katy invited Susan Ramsdell, and Nancy Locke will reach out to the Groy family. Katy will also reach out to Mike Thurman (owner of the Orpheum) to see if he is interested. F. Interpretive Sign for Parking Lot South of Main Street Mary Therese shared a draft of a proposed interpretive sign. John agreed to get a quote for the sign, and Suzy agreed to look for relevant photos and fact-check Mary Therese’s description. G. Pearl: Status Update On September 20th and 21st there will be a two-part showing of “Gone with the Wind” to serve as a fundraiser for the Pearl. The Groy’s have been in communication with the Town/County regarding the structural challenges, and they are also working with an engineer. There is also a fundraising fund established at High Country Bank. John shared concerns that the building may have declined further since the last time he visited it, and that nearby buildings could be jeopardized. H. Future Grant Application Planning 1. Interpretive Signs John will bring examples of interpretive signs for HPC’s consideration to see if these types of signs warrant a CLG grant, the application for which is due in January. 2. BV Tourism Historic Context Mary Therese continued to advocate a grant-funded historic context project about Tourism in BV. History Colorado indicated that this type of work is more likely to be funded if it were a mini grant than a general grant. Mary Therese recommended targeting a later date (possibly as late as April 2026) to ensure that adequate fundraising is accomplished. Nancy and Mel will give an update after the event. 2. Update on BV as future location Jo shared a draft letter of interest for BV to serve as a future Saving Places location and HPC discussed VII. STAFF UPDATES Jamie asked that the Commissioners complete the annual CLG report, and Mary Therese agreed to do so. VIII. UPDATES FROM RELATED ORGANIZATIONS Suzy shared that museum is very busy with its 50th years. Apple Fest is September 14. October 19th is the Founders Ball and tickets are $50. Katy shared that the McGinnis Gym Reopening will be on Thursday, October 10 at 3:30 pm and all are welcome. IX. ADJOURNMENT Mary Therese adjourned the meeting at 5:12 pm.
