I. CALL TO ORDER
Mary Therese called the meeting to order at 3:00 pm.
II. ROLL CALL
Mary Therese Anstey, Jo Reese, Suzy Kelly, Katy Welter, Bill Bryans, John O’Brien, and Nancy
Locke attended in person.
III. AGENDA ADOPTION
Suzy moved and John second to approve the agenda as amended. The motion carried unanimously.
IV. APPROVAL OF MINUTES – September 5, 2024
John moved and Jo seconded to approve the minutes. The motion carried unanimously.
V. PUBLIC COMMENT
VI. BUSINESS ITEMS
A. Informal COA and Demo Permit Review for 205 N. Court St.
Jo moved and Suzy seconded a motion to approve the demolition of the non-historic addition,
doors, windows, floor and other features as proposed. The motion carried unanimously.
B. Reminder: BOT hearing for MU-MS code revisions
Mary Therese reminded the Commissioners that the MU-MS code revisions will be on the
agenda on October 8, 2024, and all Commissioners are encouraged to attend.
C. Updated Interpretive Sign for Parking Lot south of Main Street
Mary Therese walked through the proposed interpretative sign describing the former railroad
platform. The Commissioners discussed and gave final comments. Mary Therese will finalize
and send to the Town staff for finalization.
D. Access to Survey Forms/ Reports

HPC will move forward with working with Town to post survey forms on the Town’s website. Jo
offered to take the lead on coordinating with Town and will report on progress at the next
meeting.
E. Future Grant Application Planning: Interpretive Signs
John O’Brien presented options for interpretative signs denoting historic buildings as a
precursor to applying for third party funding. In the interest of coordinating with the
Beautification Advisory Board about these options, John will reach out to Joy Duprey
(Beautification Board Chair) to get that ball rolling.
F. “CPI on the Road”
Nancy Locke and Melanie Roth attended CPI on the Road in Steamboat Springs and shared
the highlights from their experience. They also shared that CPI expressed a strong interest in
holding CPI on the Road in Buena Vista. In terms of follow-up, Lisa Wagner (BV Heritage
Director) has contacted CPI about hosting CPI on the Road about how this is funded. It
sounded like 2027 was the realistic time frame for this. Jo and Nancy will plan to meet with
Lisa Wagner to discuss submitting the proposal that Jo had put together.
G. Updates from Related Organizations
Melanie shared that the Pearl has been nominated for the Endangered Places grant again.
The winners are announced at the Saving Places Conference in the beginning of February.
Katy shared that the McGinnis Gym Reopening will be next Thursday, October 10 at 3:30 pm.
Suzy shared that the BV Heritage Founder’s Ball will be on October 19 and tickets are still
available.
Melanie shared that there is ongoing work at St. Elmo with the help of two State Historical
Fund grants.
