City of Bulverde, Texas Special City Council Meeting Tuesday, January 16, 2024 Meeting Duration: 06:01 PM to 07:43 PM CALL THE MEETING TO ORDER Mayor Bill Krawietz called the meeting to order at 6:01 PM. Members of City Council Present: Mayor Bill Krawietz Council Member Mark Morkovsky, Place 1 Council Member Yvonne Chapman, Place 2 Mayor Pro Tem Charles Hughes, Place 3 Council Member Clint Hays, Place 4 Council Member Mechelle Salmon, Place 6 Members of City Council Absent: Council Member David Bullock, Place 5 City Staff Present: City Manager Charles West, City Secretary Sandra V. Ham, and Chief of Police Gary Haecker EXECUTIVE (CLOSED) SESSION At 6:02 PM the City Council convened into Executive (Closed) Session to discuss the following: 2.A. Pursuant to Government Code 551.074, the City Council will deliberate in Executive Session regarding personnel matters pertaining to the appointment of an individual to serve as City Council Member, Place 5. 2.B. Pursuant to Government Code 551.074, the City Council will deliberate in Executive Session regarding personnel matters pertaining to the review, employment, and compensation of the position of City Attorney as appointed by the City Council under the City Charter. 2.C. Pursuant to Government Code 551.074, the City Council will deliberate in Executive Session regarding personnel matters pertaining to the review and goals of the City Manager. ACTION ITEMS FROM EXECUTIVE (CLOSED) SESSION At 7:38 PM the City Council reconvened from Executive (Closed) Session and took the following action on items discussed in Executive (Closed) Session. 3.A. Discuss and consider acceptance of the resignation of Dave Bullock, City Council Member, Place 5, and the recognition of a vacancy in the office of City Council Member, Place 5. Motion: Mayor Krawietz made a motion seconded by Mayor Pro Tem, Place 3 Hughes to accept the resignation of Dave Bullock, City Council Member, Place 5, as of January 16, 2024, recognizing a vacancy in the office of City Council Member, Place 5. Vote: Motion carried unanimously (6) ayes to zero (0) nays. 3.B. Discuss and consider the appointment of an individual to serve as City Council Member, Place 5, for the remainder of the vacated term, in accordance with Section 2.07 of the City Charter. Motion: Mayor Krawietz made a motion seconded by Council Member, Place 1 Morkovsky to appoint Joe Alexandre to the unexpired term of Council Member Place 5. Vote: Motion carried unanimously (6) ayes to zero (0) nays. 3.C. Discuss and consider appointment of a City Attorney for the City of Bulverde, and consider approval of an engagement letter pertaining to City Attorney-General Counsel Legal Services for the City of Bulverde. Motion: Council Member, Place 4 Hays made a motion seconded by Council Member, Place 2 Chapman to appoint Denton, Navarro, Rocha, Bernal, & Zech, P.C. as City Attorney for the City of Bulverde, and to approve an engagement letter with Denton, Navarro, Rocha, Bernal, & Zech, P.C. pertaining to City Attorney-General Counsel Legal Services for the City of Bulverde. Vote: Motion carried unanimously (6) ayes to zero (0) nays. ADJOURNMENT 7:43 PM.
