CALL THE MEETING TO ORDER
Mayor Bill Krawietz called the meeting to order at 6:30 PM.

REPORTS AND PRESENTATIONS
2.A. Canvass the returns of the municipal election held on May 4, 2024.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4
Hays to approve a Resolution canvassing the returns of the municipal
election held on May 4, 2024.
Vote: Motion carried (6) ayes to (0) nays.
Resolution # 347
2.B. Issue Certificates of Election and Administer the Oath of Office to the City
Council Members, Places 5 and 6, of the Home Rule City of Bulverde, Texas
Mayor Bill Krawietz presented Council Member Place 5 Joe Alexandre with the
Certificate of Election, as required by the Election Code. City Manager Charles
West administered the oath of office to Council Member Alexandre. Council
Member-Elect Place 6 Christopher Goth was not present to receive the Certificate
of Election or complete the oath of office.
2.C. Presentation in Recognition of Service to Outgoing Council Member Place 6
Mechelle Salmon.
Mayor Bill Krawietz presented a plaque of recognition to Mechelle Salmon in honor
of her service on City Council.
Mayor Krawietz called for a short recess at 6:39 PM to honor the new and outgoing
elected officials. Regular session reconvened at 6:43 PM.
2.D. Presentation of a Proclamation in recognition of Community Action Month
and Community Council of South Central Texas, Inc. (CCSCT) as a
Community Action Agency.
Mayor Bill Krawietz presented a Proclamation in recognition of Community Action
Month and Community Council of South Central Texas, Inc. (CCSCT) as a
Community Action Agency.
2.E. Police Department: Monthly Report
Report given by Police Chief Gary Haecker.
2.F. Finance Department: Monthly Report
Report given by Finance Director Sharon Nelson.

CONSENT AGENDA ITEMS
3.A. Consider approval of the Regular City Council Meeting Minutes from April 9,
2024.
3.B. Consider approval of a resolution authorizing the adoption of the Bulverde
Municipal Court Confidentiality Policy and update to the City of Bulverde
Personnel Policy Manual; and establishing an effective date.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 5
Alexandre to approve the Consent Agenda.
Vote: Motion carried (6) ayes to (0) nays.

REGULAR AGENDA ITEMS
4.A. Discuss and consider electing one member of the City Council to serve as
Mayor Pro Tem for the 2024-2025 Term.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4
Hays to elect Council Member, Place 1 Morkovsky to serve as Mayor
Pro Tem for the 2024-2025 Term.
Vote: Motion carried (6) ayes to (0) nays.
4.B. Conduct a Public Hearing and consider an ordinance of the City of Bulverde,
Texas amending Ordinance No. 583, Planned Development District – HIS
Centre affecting the property located at 1781 East Ammann Road, Bulverde,
Texas 78163 to extend the use of a temporary construction building;
repealing conflicting ordinances; providing a severability clause; and
providing an effective date.
Mayor Krawietz opened the public hearing at 7:07 PM. One comment was
received by Council. Mayor Bill Krawietz closed the Public Hearing at 7:09 PM.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 2
Chapman to approve an Ordinance amending Ordinance No. 583,
Planned Development District – HIS Centre affecting the property
located at 1781 East Ammann Road, Bulverde, Texas 78163 to extend
the use of a temporary construction building.
Vote: Motion carried (5) ayes, (0) nays, (1) abstain, with Council Member,
Place 6 Salmon abstaining.
Ordinance # 755
4.C. Conduct a Public Hearing and consider an ordinance of the City of Bulverde,
Texas approving a Special Use Permit for 34885 Thanksgiving Trail,
Bulverde, Texas 78613 to permit a guest house; amending the zoning
ordinance; directing the amendment of the zoning map; repealing
conflicting ordinances; and providing a severability clause and an effective
date.
Mayor Krawietz opened the public hearing at 7:16 PM. There being no one wishing
to speak, the public hearing was immediately closed.
Motion: Council Member, Place 4 Hays made a motion seconded by Council
Member, Place 6 Salmon to approve an Ordinance of the City of
Bulverde, Texas approving a Special Use Permit for 34885
Thanksgiving Trail, Bulverde, Texas 78613 to permit a guest house.
Vote: Motion carried (6) ayes to (0) nays.

4.D. Presentation by the Parks & Recreation Advisory Board on a proposed 18-
month plan for updates to the Bulverde Community Park, and discussion
and possible action on direction from the Mayor and Council on the
recommended implementation of phased plan.
Presentation given by Parks & Advisory Board Member Rebekah Hays.
Motion: Council Member, Place 2 Chapman made a motion seconded by
Council Member, Place 6 Salmon to allocate an initial budget of
$250,000 for park projects as proposed by the Parks & Recreation
Advisory Board, with additional considerations during the fiscal budget
process.
Vote: Motion carried (6) ayes to (0) nays.
4.E. Discuss and consider approval of an ordinance of the City Council of the
City of Bulverde, Texas, amending the City of Bulverde Code of Ordinances,
Chapter 3 – Building Regulations, Article 3.04 – Vested Rights on
Development Projects.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4
Hays to approve an Ordinance of the City of Bulverde, Texas, amending
Chapter 3 – Building Regulations, Article 3.04 – Vested Rights on
Development Projects.
Vote: Motion carried (6) ayes to (0) nays.

4.F. Discuss and consider an ordinance of the City of Bulverde, Texas, amending
the Code of Ordinances of the City of Bulverde, Chapter 17, Environmental
Protection, Section 17.06.008, Tree classifications, to update and expand the
list of approved replacement tree species.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 5
Alexandre to approve an Ordinance of the City of Bulverde, Texas,
amending Chapter 17, Environmental Protection, Section 17.06.008,
Tree classifications, to update and expand the list of approved
replacement tree species.
Vote: Motion carried (6) ayes to (0) nays.

4.G. Discuss and consider an ordinance of the City of Bulverde, Texas, amending
the Code of Ordinances of the City of Bulverde, Chapter 10, Subdivision
Regulation. Exhibit 10A, Subdivision Ordinance, Article IV, Environmental
Protection, Section 4.07, Tree Preservation, Subsection H, Tree
classifications, to update and expand the list of approved replacement tree
species.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4
Hays to approve an Ordinance of the City of Bulverde, Texas, amending
Chapter 10, Subdivision Regulation. Exhibit 10A, Subdivision
Ordinance, Article IV, Environmental Protection, Section 4.07, Tree
Preservation, Subsection H, Tree classifications, to update and expand
the list of approved replacement tree species.

Ordinance # 759
4.H. Conduct a Public Hearing and consider an ordinance of the City of Bulverde,
Texas, amending the Code of Ordinances of the City of Bulverde, Chapter
14, Zoning, Section 14.08.008, Preferred plant material, to update the list of
plant species approved for use in required landscaping improvements.
Mayor Krawietz opened the public hearing at 7:16 PM. There being no one wishing
to speak, the public hearing was immediately closed.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4
Hays to approve an Ordinance of the City of Bulverde, Texas, amending
Chapter 14, Zoning, Section 14.08.008, Preferred plant material, to
update the list of plant species approved for use in required landscaping
improvements, with the change of the wording "Prohibited city-wide" to
"Not Eligible."
Vote: Motion carried (6) ayes to (0) nays.

PUBLIC COMMENTS NOT RELATED TO POSTED AGENDA ITEMS
Mayor Bill Krawietz opened the meeting for public comments not related to posted
agenda items at 7:46 PM. Eleven comments were received by Council. Public comments
closed at 8:17 PM.

INTEREST
Mayor Bill Krawietz announced the upcoming Musik in the Park event on May 18th.
EXECUTIVE SESSION
At 8:18 PM the City Council convened into Executive Session to discuss the following:
7.A. The City Council will meet in closed session to seek the advice of legal
counsel about pending or contemplated litigation, to discuss a settlement
offer, or on matters in which the duty of the attorney to the City Council
under the Texas Rules of Professional Conduct conflict with the Texas Open
Meetings Act; to wit:
i. Lynn & Kimberly Phillips vs James Eureste, Alex Garcia, Exp Realty,
LLC and City of Bulverde, Texas, Cause No. C2023-1796D, 433rd
District Court, Comal County, Texas.
ii. Bulverde v NSHE Texas Mabank and SCWC Subdivision Issues.
iii. Petitions for removal from the City’s extraterritorial jurisdiction.
iv. Catenary Vis, LLC Replatting, Corrective and Settlement Agreement.
v. Johnson Ranch Development Agreement.
At 9:24 PM the City Council reconvened from Executive Session and took the
following action on items discussed in Executive Session.
No Action Taken.

There being no further business to come before the City Council, the meeting was
adjourned.
