Mayor Helen Hays called the meeting to order at 6:31 PM.

Place 5 Alexandre to approve the Consent Agenda.

REGULAR AGENDA ITEMS
4.A. Discuss and consider approval of a request by Mechelle Salmon, on behalf of the
H.I.S. Centre, for a Parks Special Use Permit to host a Freedom Run on July 4, 2025,
at the City of Bulverde Community Park.
Motion: Council Member, Place 2 Watson made a motion seconded by Council
Member, Place 1 Krawietz to approve an ordinance approving a request by
Mechelle Salmon, on behalf of the H.I.S. Centre, for a Parks Special Use
Permit to host a Freedom Run on July 4, 2025, at the City of Bulverde
Community Park
Vote: Motion carried (6) ayes to (0) nays.

4.B. Discuss and consider direction to staff regarding the 2025 Right-of-Way
Maintenance Program.
Public Works Director Aaron Martinez provided a presentation on the 2025 Right-of-Way
Maintenance Program. Staff was requested to move forward on the program as directed.
4.C. Discuss and consider direction to staff regarding the 2025 Bar Ditch and Culvert
Maintenance Program.
Public Works Director Aaron Martinez provided a presentation on the 2025 Bar Ditch and
Culvert Maintenance Program. Staff was directed to continue future discussions on the
program.
4.D. Presentation by the Bulverde Police Department referencing a grant from the State
of Texas for Flock Cameras within the City.
Chief Gary Haecker provided a presentation on the Flock Camera system.
4.E. Discuss and consider approval of an ordinance of the City of Bulverde, Texas,
amending the Budget for Fiscal Year 2024-2025; repealing conflicting ordinances;
providing a severability clause; and providing an effective date.
Motion: Council Member Place 4 Hays made a motion seconded by Council Member,
Place 5 Alexandre to approve an ordinance of the City of Bulverde, Texas,
amending the Budget for Fiscal Year 2024-2025.
Vote: Motion carried (6) ayes to (0) nays.

4.F. Hold a public hearing and consider the approval of an ordinance granting a variance
to Section 3.08.102(a)(2), Section 3.08.102(a)(3), and Section 3.08.132(8) of the City
of Bulverde Code of Ordinances, at 20779 State Hwy 46 Bulverde, TX 78163.
Mayor Hays opened the Public Hearing at 8:44 PM. There being no one wishing to speak,
the public hearing was immediately closed.
Motion: Council Member, Place 4 Hays made a motion seconded by Council Member,
Place 2 Watson to approve an ordinance granting a variance to Section
3.08.102(a)(2), Section 3.08.102(a)(3), and Section 3.08.132(8) of the City of
Bulverde Code of Ordinances, at 20779 State Hwy 46 Bulverde, TX 78163, as
amended by City Council.
Vote: Motion carried (6) ayes to (0) nays.

4.G. Hold a public hearing and consider the approval of an ordinance granting a variance
to Section 3.08.102(a)(3) and Section 3.08.102(a)(4) of the City of Bulverde Code of
Ordinances, at 427 Singing Oaks, Spring Branch, TX 78070.
Mayor Hays opened the Public Hearing at 8:59 PM. There being no one wishing to speak,
the public hearing was immediately closed.
Motion: Council Member, Place 2 Watson made a motion seconded by Council
Member, Place 3 Hawkins to table approval of an ordinance granting a
variance to Section 3.08.102(a)(3) and Section 3.08.102(a)(4) of the City of
Bulverde Code of Ordinances, at 427 Singing Oaks, Spring Branch, TX 78070.
Vote: Motion carried (6) ayes to (0) nays.
PUBLIC COMMENTS NOT RELATED TO POSTED AGENDA ITEMS
Mayor Helen Hays opened the meeting for public comments not related to posted agenda items
at 9:11 PM. There being no one wishing to speak, the public comments were immediately closed.
REPORTS BY ELECTED OFFICIALS AND CITY STAFF ON ITEMS OF COMMUNITY

EXECUTIVE (CLOSED) SESSION
At 9:14 PM the City Council convened into Executive Session to discuss the following:
7.A. Pursuant to Tex. Gov’t Code Ann. § 551.074 (Personnel Matters), Personnel Matters,
the City Council will deliberate in Executive (Closed) Session to deliberate the
appointment, employment, evaluation, and duties of the Interim City Manager.
7.B. Pursuant to Tex. Gov’t Code Ann. § 551.074 (Personnel Matters), Personnel Matters,
the City Council will meet in Executive (Closed) Session to deliberate the

appointment / reappointment or removal of members of the Zoning Board of
Adjustment, Planning & Zoning Commission, and Parks & Recreation Advisory
Board.
7.C. Pursuant to Tex. Gov’t Code Ann. § 551.071 (Consultation with Attorney) the City
Council will meet in private consultation with legal counsel to seek the advice of its
attorneys about pending or contemplated litigation, a settlement offer, and/or on a
matter in which the duty of the attorney to the governmental body under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas conflicts with
Chapter 551 of the Government Code; to wit:
i. Update and receive advice on pending litigation, Franco & Huerta v. City of
Bulverde, Texas and Charles West, CA No 5:24-CV-00708-OLG, In the United
States District Court, Western District of Texas – San Antionio Division.
ACTIONS ITEMS AFTER EXECUTIVE (CLOSED) SESSION
At 10:58 PM the City Council reconvened from Executive Session and took the following action
on items discussed in Executive Session.
8.A. Consider and take possible action on appointing / reappointing members to the
Zoning Board of Adjustment and on the appointment of the Zoning Board of
Adjustment Chair and Vice Chair.
Motion: Council Member, Place 2 Watson made a motion seconded by Council
Member, Place 4 Hays to appoint / reappoint the following members to the
Zoning Board of Adjustment:
Reappoint to two-year term (Term set to expire June 2027)
Mike Ashmore
Alyssa Hix
Appoint to two-year term (Term set to expire June 2027)
Sharon Parson
Within the same motion, Council motioned to appoint Kevin Hardwick as Chair
and Mike Ashmore as Vice Chair of the Board of Adjustment.
Vote: Motion carried (6) ayes to (0) nays.
8.C Consider and take possible action on appointing / reappointing members to the
Planning & Zoning Commission.
Motion: Council Member, Place 5 Alexandre made a motion seconded by Council
Member, Place 2 Watson to appoint / reappoint the following members to the
Planning & Zoning Commission:
Reappoint to two-year term (Term set to expire June 2027)

Motion: Council Member, Place 2 Watson made a motion seconded by Council
Member, Place 5 Alexandre to appoint / reappoint the following members to
the Parks & Recreation Advisory Board:
Appoint to one-year term (Term set to expire June 2026)
