Rammel, and City Secretary Sandra V. Ham Regular Agenda Items 2.I. Consider approval of the Planning and Zoning Commission Meeting Minutes from December 14, 2023 Motion: Commissioner Molina made a motion seconded by Commissioner Cartier to approve the Planning and Zoning Commission Meeting Minutes from December 14, 2023. Vote: Motion carried unanimously (6) ayes to zero (0) nays. 2.II. Consideration to replat Lots 41 and 42, Block 7, in Belle Oaks Ranch, Phase V, generally located south of intersection of Scarlett Ridge Drive and High Gate Road, recorded in document #202006057670, official public records of Comal County. Motion: Vice Chair Hawkins made a motion seconded by Commissioner Burrier to approve the replat of Lots 41 and 42, Block 7, in Belle Oaks Ranch,  Phase V, generally located south of intersection of Scarlett Ridge Drive and High Gate Road, recorded in document #202006057670, official public records of Comal County. Vote: Motion carried unanimously (6) ayes to zero (0) nays. 2.III. Consider a request by Mammen Family Public Library for a variance to Section 17.04, subsections 17.04.003 and 17.04.004, of the City of Bulverde Code of Ordinances, related to Cut and Fill for Mammen Family Public Library located at 131 Bulverde Crossing, Bulverde, Texas. City Attorney Jason Rammel disclosed that he is General Counsel for the Bulverde Area Rural Library District, an elected–special purpose district which provides direct funding to the Mammen Family Public Library. Motion: Commissioner Cartier made a motion seconded by Vice Chair Hawkins to approve a request by Mammen Family Public Library for a variance to Section 17.04, subsections 17.04.003 and 17.04.004, of the City of Bulverde Code of Ordinances, related to Cut and Fill for Mammen Family Public Library located at 131 Bulverde Crossing, Bulverde, Texas. Vote: Motion carried unanimously (6) ayes to zero (0) nays. 2.IV. Consider a request by Mammen Family Public Library for a variance to Section 17.03.005 and 17.03.006 of the City of Bulverde Code of Ordinances, related to Disturbance of Slope for Mammen Family Public Library located at 131 Bulverde Crossing, Bulverde, Texas. Motion: Chair Alexandre made a motion seconded by Commissioner Molina to approve a request by Mammen Family Public Library for a variance to Section 17.03.005 and 17.03.006 of the City of Bulverde Code of Ordinances, related to Disturbance of Slope for Mammen Family Public Library located at 131 Bulverde Crossing, Bulverde, Texas. Vote: Motion carried unanimously (6) ayes to zero (0) nays. 2.V. Consider a request by Ink Civil for approval of the final plat of Comal County ESD #1 generally located at the intersection of SH 46 and Blanco Road and filed in Document # 200806000367 of the Comal County records. Planning Director Williams requested to postpone action on this agenda item until the February 2024 Planning and Zoning Commission meeting. Executive Session Public Comments Not Related to Posted Agenda Items Chair Alexandre opened the meeting for public comments not related to posted agenda items at 6:34 PM. One comment was received. City Attorney Jason Rammel announced his resignation as City Attorney for the City of Bulverde, effective the appointment of new legal counsel. Adjournment 6:35 PM. There being no further business to come before the Planning & Zoning Commission, the meeting was adjourned.
