City of Bulverde, Texas Planning & Zoning Commission Meeting Thursday, March 21, 2024 Meeting Duration: 06:00 PM to 08:14 PM Call Meeting to Order Chair Hawkins called the meeting to order at 6:00 PM. Members of Planning & Zoning Commission Present: Chair Ted Hawkins Vice Chair Ashley Cartier Commissioner Linden Sisk Commissioner Michelle Molina Commissioner Gregory Porter Commissioner Brad McCollum Members of Planning & Zoning Commission Absent: Commissioner Jeff Burrier City Staff Present: Planning Director Danny Batts, City Attorney Megan Santee, and City Secretary Sandra V. Ham Regular Agenda Items 2.I. Consider approval of the Planning and Zoning Commission Meeting Minutes from January 11, 2024. Motion: Commissioner Porter made a motion seconded by Vice-Chair Cartier to approve the Planning and Zoning Commission Meeting Minutes from January 11, 2024. Vote: Motion carried (6) ayes to (0) nays. 2.II. Consider a request by Jenifer Scheibe for a variance to Sections 17.04.003 and 17.04.004, related to Cuts and Fills, of the City of Bulverde Code of Ordinances, on 2.22 acres located at 18738 Forty Six Parkway, Bulverde, TX, for the construction of the Fur and Feather Vet Clinic. Motion: Commissioner Sisk made a motion seconded by Commissioner Molina to approve a request by Jenifer Scheibe for a variance to Sections 17.04.003 and 17.04.004, related to Cuts and Fills, of the City of Bulverde Code of Ordinances, on 2.22 acres located at 18738 Forty Six Parkway, Bulverde, TX, for the construction of the Fur and Feather Vet Clinic.  Vote: Motion carried (6) ayes to (0) nays. 2.III. Consider a request by Jenifer Scheibe for a variance to Section 17.03.005 & 17.03.006, related to Disturbance of Slope Areas and Tree Preservation within Steep Slope Areas, of the City of Bulverde Code of Ordinances, on 2.22 acres located at 18738 Forty Six Parkway, Bulverde, TX, for the construction of the Fur and Feather Vet Clinic. Motion: Commissioner Molina made a motion seconded by Commissioner McCollum to approve a request by Jenifer Scheibe for a variance to Section 17.03.005 & 17.03.006, related to Disturbance of Slope Areas and Tree Preservation within Steep Slope Areas, of the City of Bulverde Code of Ordinances, on 2.22 acres located at 18738 Forty Six Parkway, Bulverde, TX, for the construction of the Fur and Feather Vet Clinic. Vote: Motion carried (6) ayes to (0) nays. 2.IV. Hold a Public Hearing and consider a request by Vantage, Inc, for a Planned Development Zoning District (PDD) to authorize a golf course with mixed restaurant and sports activity uses at 2780 Bulverde Road, Bulverde, TX 78163. Chair Hawkins opened the public hearing at 7:19 PM. Eleven comments were received by the Commission. Chair Hawkins closed the public hearing at 7:49 PM. Motion: Vice Chair Cartier made a motion seconded by Commissioner Sisk to approve a request by Vantage, Inc, for a Planned Development Zoning District (PDD) at 2780 Bulverde Road, Bulverde, TX 78163, to allow uses requested, but to deny any waivers or variances within the request. Vote: Motion carried (5) ayes to (1) nay, Commissioner Molina opposed. Public Comments Not Related to Posted Agenda Items Chair Hawkins opened the meeting for public comments not related to posted agenda items at 8:13 PM. There being no comments, the public comments were immediately closed. Adjournment 8:14 PM. There being no further business to come before the Planning Commission, the meeting was adjourned.
