City of Bulverde, Texas Planning & Zoning Commission Meeting Thursday, April 11, 2024 Meeting Duration: 06:00 PM to 06:45 PM Call Meeting to Order Chair Hawkins called the meeting to order at 6:00 PM. Members of Planning & Zoning Commission Present: Chair Ted Hawkins Vice-Chair Ashley Cartier Commissioner Linden Sisk Commissioner Michelle Molina Commissioner Gregory Porter Commissioner Brad McCollum Members of Planning & Zoning Commission Absent: Commissioner Jeffrey Burrier City Staff Present: Planning Director Danny Batts, City Attorney Lloyd Newton, and City Secretary Sandra V. Ham Regular Agenda Items 2.I. Consider approval of the Planning and Zoning Commission Meeting Minutes from March 21, 2024. Motion: Commissioner Molina made a motion seconded by Commissioner Cartier to approve the Planning and Zoning Commission Meeting Minutes from March 21, 2024. Vote: Motion carried (6) ayes to (0) nays. 2.II. Hold a Public Hearing and consider a request by the Healthcare, Innovation & Sciences (HIS) Centre to amend Ordinance No. 583 (HIS Centre PDD Zoning) to extend the use of the temporary construction building currently located at 1781 E. Ammann Road, from May 14, 2023 until a Certificate of Occupancy is issued for former Rahe Bulverde Elementary building. Chair Hawkins opened the public hearing at 6:14 PM. There being no one wishing to speak, the public hearing was immediately closed.  Motion: Commissioner Sisk made a motion seconded by Commissioner Porter to recommend approval of a request by the Healthcare, Innovation & Sciences (HIS) Centre to amend Ordinance No. 583 (HIS Centre PDD Zoning) to extend the use of the temporary construction building currently located at 1781 E. Ammann Road, from May 14, 2023 until a Certificate of Occupancy is issued for former Rahe Bulverde Elementary building. Vote: Motion carried (6) ayes to (0) nays. 2.III. Hold a Public Hearing and consider a request by Johnathan Bunting for the approval of a Special Use Permit to allow a Guest House as an accessory use on an approximately 1.398 acre tract of land at 34885 Thanksgiving Trail, Bulverde, TX. Chair Hawkins opened the public hearing at 6:21 PM. There being no one wishing to speak, the public hearing was immediately closed. Motion: Chair Hawkins made a motion seconded by Vice-Chair Cartier to recommend approval of a request by Johnathan Bunting for the approval of a Special Use Permit to allow a Guest House as an accessory use on an approximately 1.398 acre tract of land at 34885 Thanksgiving Trail, Bulverde, TX. Vote: Motion carried (6) ayes to (0) nays. 2.IV. Consideration of a Final Plat for the Comal County ESD No. 1 Subdivision generally located 800ft northwest of the intersection of SH 46 and Blanco Rd., Comal County, TX, on SH 46. Motion: Vice-Chair Cartier made a motion seconded by Commissioner Molina to approve a Final Plat for the Comal County ESD No. 1 Subdivision generally located 800ft northwest of the intersection of SH 46 and Blanco Rd., Comal County, TX, on SH 46. Vote: Motion carried (6) ayes to (0) nays. 2.V. Consideration of a Final Plat for Johnson Ranch South, Star Gazer Road generally located near the intersection of Johnson Way and US Highway 281. Motion: Commissioner Molina made a motion seconded by Commissioner Sisk to approve a Final Plat for Johnson Ranch South, Star Gazer Road  generally located near the intersection of Johnson Way and US Highway 281. Vote: Motion carried (6) ayes to (0) nays. 2.VI. Consider making a recommendation to the City Council of the City of Bulverde, Texas, on amending Chapter 14, Zoning, City of Bulverde Code of Ordinances, by amending Article 14.08, Landscaping, Section 14.08.008, Preferred Plant Material, to adopt a new list of approved plant species. Motion: Commissioner Molina made a motion seconded by Commissioner Porter to approve a recommendation to the City Council of the City of Bulverde, Texas, on amending Chapter 14, Zoning, City of Bulverde Code of Ordinances, by amending Article 14.08, Landscaping, Section 14.08.008, Preferred Plant Material, to adopt a new list of approved plant species. Vote: Motion carried (6) ayes to (0) nays. Public Comments Not Related to Posted Agenda Items Chair Hawkins opened the meeting for public comments not related to posted agenda items at 6:42 PM. There being no one wishing to speak, the public hearing was immediately closed.
