BOARD OF CONTROL Meeting Minutes A Board of Control meeting was held Tuesday, December 22, 2020 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:00 AM. Director of Public Safety Andrea Perry and Director of Public Service John Highman were present. Board Secretary Katie Wise was also present. Visitors present were Director Rollin Seward and Renee Biggums from the Department of Development and Deputy Mayor Fonda Williams from the Mayor’s Office. The following items were for review/approval by the Board of Control: 12/22/2020 - Minutes 1. Ordinance 189/2019 Enter into a contract amendment with ICAN Housing, Inc. to extend the time of performance through June 30, 2021 in order to administer the program of renovation of two single family units and one duplex to benefit low-moderate income families. Discussion: Per Director Seward, the reason for the time extension is because of delays due to COVID- 19. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 189/2019 Enter into a contract amendment with ICAN Housing, Inc. to extend the time of performance through June 30, 2021 in order to administer the program of Rapid Rehousing Collaborative Program that assists participants to gain and maintain employment. Discussion: Per Director Seward, this program was also delayed due to COVID-19. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 3. Ordinance 214/2020 Award and enter into a construction contract with Central Allied Enterprises, Inc. in the amount of $2,148,392.00 for the Cleveland Ave. NW Water Main Replacement Project. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 214/2020 Enter into a professional services agreement with H.R. Gray & Associates, LLC in the amount of $207,545.08 for the construction oversight services on the Cleveland Ave. NW Water Main Replacement Project.  4. Discussion: Per Katie Wise, this is a brand new vendor being used by the City. Director Highman added that the this shows that the Water Department is utilizing the qualification’s based selection process properly in the rankings of their project proposals. Motion: Mayor Bernabei made a motion to approve the above referenced agreement. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 5. Ordinance 136/2019 Enter into Change Order No. 1 & Final with M. E. Simpson Co., Inc. for a cost reduction in the amount of $23,760.01 for the Large Diameter Concrete Main Leak Assessment Program-Year One (calendar year 2019), in order to close out the project, resulting in a new contract amount of $131,321.99. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced agreement. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 6. Ordinance 38/2020 Enter into a funding agreement for 2020 & 2021 with the Canton Regional Chamber of Commerce to provide a grant in an amount not to exceed $175,000.00 per year for the purpose of industrial, economic, commercial and civic development of the community. Discussion: Mayor Bernabei asked why the agreement for 2020 has not been completed before now. The agreement was prepared in March but the rest of the contracting process was delayed. Deputy Mayor Williams stated that there will be a new scope of work for 2021 that he will prepare. The new scope of work will be covered by a no cost contract amendment in 2021. The contract process for the services for 2020 will be completed now, in order to process the 2020 payment. Motion: Mayor Bernabei made a motion to approve the above referenced agreement.
