BOARD OF CONTROL Meeting Minutes A Board of Control meeting was held Tuesday, April 20, 2021 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:00 AM. Director of Public Safety Andrea Perry and Director of Public Service John Highman were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 4/20/2021 - Minutes 1. Ordinance 58/2021 Enter into contract with Vermeer Mid Atlantic, LLC in the amount of $58,340.00 for the purchase of Brush Chipper for the Street Department pursuant to the Ohio Department of Administrative Service Cooperative Purchasing Program, which exempts said purchase from competitive bidding. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 64/2021 Award and enter into contract with Liberty Ford Lincoln Canton, LLC in the amount of $30,889.00 for a Ford Super Duty F-250 XL Truck; $24,832.00 for a Ford Escape S and $27,865.00 for a Ford Transit XL Cargo Van for the Water Department. Discussion: Per Katie Wise, Montrose Ford bid the lowest prices on these three vehicles, however Liberty Ford Lincoln Canton was within 5% of the lowest bid prices for each vehicle. As a result, the local bidder preference per Codified Ordinance 105.12 was utilized, making Liberty eligible for contract award. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 3. Ordinance 64/2021 Award and enter into contract with Montrose Ford LLC in the amount of $24,423.09 for the purchase of a Ford Transit Connect XL Cargo Van for the Water Department. Discussion: Per Katie Wise, Liberty Ford Lincoln Canton was the actual low bidder for this vehicle, however they misquoted their bid amount and were unable to honor the price in their bid. Montrose Ford was the next lowest bidder. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried.
