BOARD OF CONTROL
Meeting Minutes
A Board of Control meeting was held Tuesday, August 2, 2022 at 9:00 AM in the Mayor’s
Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:02 AM.
Director of Public Safety Andrea Perry and Director of Public Service John Highman were
present. Board Secretary Katie Wise was also present.
There were no visitors present.
The following items were for review/approval by the Board of Control:
8/2/2022 - Minutes
1. Ordinance 164/2022
Enter into a Subaward Grant Agreement with Canton For All People Acquisition and Holdings LLC utilizing
$1 million dollars in American Rescue Plan Act (APRA) funds for the purpose of acquiring and renovating 15
single family homes in the Shorb Neighborhood for resale or rental.
Discussion: No discussion.
Motion: Mayor Bernabei made a motion to approve the above referenced agreement.
Director Highman seconded.
Vote: 3 yeas 0 nays Motion carried.
2. Ordinance 62/2022
Award and enter into a construction contract with Wenger Excavating, Inc. in the amount of $1,518,058.50
for the Harvard Ave. Waterline Replacement Project for the Water Department.

Motion: Mayor Bernabei made a motion to approve the above referenced contract.

3. Ordinance 62/2022
Enter into a professional services contract with Anser Advisory Management, LLC in the amount of
$141,032.00 for the construction oversight services for the Harvard Ave. Waterline Replacement Project for
the Water Department.

Motion: Mayor Bernabei made a motion to approve the above referenced contract.

4. Ordinance 169/2022
Enter into a professional services contract with Sol Harris/Day Architecture, Inc. in the amount of
$99,640.00 for the development of a Canton Memorial Civic Center Facility Needs Assessment Study
utilizing American Rescue Plan Act (ARPA) Funds.
Discussion: No discussion.
Motion: Mayor Bernabei made a motion to approve the above referenced contract.

5. Ordinance 160/2022
Enter into a professional services agreement with Black, McCuskey, Souers & Arbaugh LPA in an amount
not to exceed $30,000 to provide specialized legal assistance with Workers’ Compensation Cases for
Human Resources.
Discussion: Per Director Perry, per the passed Council Ordinance, the amount for this agreement was
increased to $55,000.00. Mayor asked how many worker’s comp claims that the City processes in one
year. Director Perry will get that info to the Mayor. Mayor Bernabei asked for this item to be tabled.

6. Ordinance 61/2022
Enter into Contract Amendment No. 2 with Paymentus Corporation for the implementation and creation of
monthly parking deck, parking lot and on-street parking bills to create a single cohesive payment platform
for Canton City Utilities customers for the Electronic Bill Pay and Presentment System. There will be no
cost change to the original contract.
Discussion: Director Highman stated that this amendment will add the parking decks, lots and on-street
parking to the bill payment process.
Motion: Mayor Bernabei made a motion to approve the above referenced amendment.

7. Ordinance 87/2022
Award and enter into a construction contract with Stanley Miller Construction Co. in the amount of
$1,967,331.00 for the 9th St. NE Salt Storage Facility Renovations Project, GP1371 for the Engineering
Department.
Discussion: Director Highman stated that the cost of this contract was for the base bid amount plus the
cost of bid item Alternate 1. He asked Katie Wise if that was correct. She stated that was correct.
Motion: Director Highman made a motion to approve the above referenced contract.
Director Perry seconded.
Vote: 3 yeas 0 nays Motion carried.
8. Ordinance 69/2022
Award and enter into a construction contract with The Shelly Company in the amount of $429,880.00 for the
2022 City Paving Program, Phase 2, Spot Paving GP1396 for the Engineering Department.
Discussion: Mayor asked Director Highman if all of the paving spots have been identified. Director
Highman confirmed that they were identified. Tuscarawas St. west of Wertz and also Market Ave. N. and
Cleveland Ave. N. He also mentioned that Engineering may add a change order later to add the entrance to
Montebella to the list.
