SPECIAL BOARD OF CONTROL
Meeting Minutes
A Special Board of Control meeting was held Monday, August 8, 2022 at 8:30 AM in the Mayor’s
Conference Room. Board President, Mayor Bernabei called the meeting to order at 8:32 AM.
Director of Public Safety Andrea Perry and Director of Public Service John Highman were
present. Board Secretary Katie Wise was also present.
There were no visitors present.
The following items were for review/approval by the Board of Control:
8/8/2022 - Minutes
1. Ordinance 43/2022
Enter into Contract Amendment No. 1 for the Subaward Grant Agreement with Habitat for Humanity East
Central Ohio utilizing ARPA funds for neighborhood home revitalizations in the amount of $3,150,000.00.
This will amend the threshold limit of funds per home of up to $50,000.00; include clarification of the
residential prevailing wage rates; set Canton’s self-certification threshold of up to $50,000.00 for micro-
purchases and include itemized project budget items.
Discussion: No discussion.
Motion: Mayor Bernabei made a motion to approve the above referenced amendment.

2. Ordinance TBD
Ordinance 176/2022
Enter into a New Construction HOME Funding Agreement with Habitat for Humanity East Central Ohio
utilizing HOME funds in an amount not to exceed $250,000.00 for the construction of five (5) single-family
homes to be acquired by low-moderate income families.
Discussion: Mayor Bernabei made a motion to approve this item pending approval by Canton City Council.
This is on the City Council agenda for vote and approval at tonight’s Council meeting.

3. Ordinance 7/2022
Award and enter into a 1-year supply contract (with the option of a 30 day extension at the sole discretion
of the City of Canton) in the amount of $0.2690 per pound with Univar Solutions USA, Inc. for the supply of
hydrofluorosilicic acid for the Water Department.
Discussion: No discussion.
Motion: Mayor Bernabei made a motion to approve the above referenced contract.

4. Ordinance 7/2022
Award and enter into a 1-year supply contract (with the option of a 30 day extension at the sole discretion
of the City of Canton) in the amount of $1.2765 per pound with JCI Jones Chemicals, Inc. for the supply of
liquid chlorine for the Water Department.
Discussion: Director Highman stated that the cost of liquid chlorine for this contract is 4 times more
expensive than last year’s contract.
Motion: Mayor Bernabei made a motion to approve the above referenced contract.

5. Ordinance 150/2021
Enter into Change Order No. 1 & Final with Wenger Excavating, Inc. for a cost reduction in the amount of
$10,573.90 for the Parkridge Circle NW Water Main Extension Project, in order to close out the project,
resulting in a new contract amount of $194,219.00 for the Water Department.
Discussion: No discussion.

6. Ordinance 160/2022
Enter into a professional services agreement with Black, McCuskey, Souers & Arbaugh LPA in an amount
not to exceed $55,000 to provide specialized legal assistance with Workers’ Compensation Cases for
Human Resources.
Discussion: Per Director Perry, Human Resources is still waiting for a report from the City’s third party
administrator regarding the amount of worker’s comp cases that the City has had over the past three year.
This item will be tabled until indicated by Director Perry.
Motion: Mayor Bernabei made mention to table the above referenced agreement.
7. Ordinance 7/2022
Award and enter into contract with TK Elevator Corporation in the amount of $83,192.00 for the City Hall
Passenger Elevator Hydraulic Cylinder Replacement Project for the Building Maintenance Department.
Discussion: No discussion.
Motion: Director Highman made a motion to approve the above referenced contract.

8. Ordinance 179/2018
Enter into Change Order No. 1 with GovernmentJobs.com, Inc. dba NEOGOV in the amount of $2,100.74
annually for the addition of a Candidate Text Messaging Subscription for the human resources management
system which automated and digitized the City’s recruitment, application and hiring process.
