SPECIAL BOARD OF CONTROL
Meeting Minutes
A Special Board of Control meeting was held Tuesday, November 8, 2022 at 11:00 AM in the
Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at
11:01 AM. Director of Public Service John Highman was present. Director of Public Safety
Andrea Perry was excused. Board Secretary Katie Wise was also present.
Visitors present were Director Sherice Freeman and Dawn Fish from the Department of
Development.
The following items were for review/approval by the Board of Control:
11/8/2022 - Minutes
1. Ordinances 39/2020 & 5/2022
Enter into a professional services agreement with Rick Dale Construction, LLC. in the amount of $11,050.00
in Lead Hazard Reduction grant funds for home repairs at 118 Lincoln Ave. NW, Canton, OH for the
Community Development Department.
Discussion: Per Director Highman, this agreement was prepared to comply with the Ohio Department of
Health requirements for the Lead Hazard Reduction grant. The Community Development Department will
also do a repair project for the siding at this residence. That will be done per separate quotes. The siding
will not be a part of this particular agreement.
Motion: Mayor Bernabei made a motion to approve the above referenced agreement.
Director Highman seconded.
Vote: 2 yeas 0 nays Motion carried.
2. Ordinances 39/2020 & 5/2022
Enter into a professional services agreement with Mount Corrick Construction, Inc. in the amount of
$28,050.00 in Lead Hazard Reduction grant funds and $4,735.00 in Healthy Homes grant funds for home
repairs at 314 14th St. NE, Canton, OH resulting in a full contract amount of $32,785.00 for the Community
Development Department.
Discussion: No discussion.

3. Ordinance 69/2022
Award and enter into contract with C&J Contractors, Inc. in the amount of $216,720.00 for the Demolition of
the Clarendon Ave. Pedestrian Bridge, GP 1321.
Discussion: Per Katie Wise, four bids were received for this project. Per Director Highman, the Building
Code Department and the Engineering Departments have agreed to move forward with C&J Contractors.
Katie has contacted the City of Cleveland Demolition Bureau as a reference for C&J. Two individuals
replied stating that they are a very reputable company for demolition work, big or small. They would
considered them one of the best in the state. Engineering and Building Code will work together on this
project for checks and balances to make sure that it goes smoothly.
Motion: Mayor Bernabei made a motion to approve the above referenced contract.
Director Highman seconded.

4. Ordinance 69/2022
Enter into a Professional Services Agreement with American Structurepoint, Inc. in the amount of
$119,600.00 for the Building Assessment Plan of Canton City Hall.
Discussion: Mayor Bernabei asked if the Request for Qualifications process was completed for this.
Director Highman confirmed that it was. American StructurePoint has worked with Cliff Graves to finalize
their proposal for the work to be performed. Cliff selected specific items for American StructurePoint to
concentrate on during their assessment. They have already been to City Hall to see the building and what
may need to be done. One of the primary concerns is the structure in the executive garage and other
similar locations. Mayor asked where they are located. Katie advised that they are out of Cleveland.
Motion: Mayor Bernabei made a motion to approve the above referenced agreement.
Director Highman seconded.
