BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, June 20, 2023 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:00 AM. Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 6/20/2023 - Minutes 1. Ordinance 276/2022 Enter into a five-year contract amendment with American Landfill, Inc. dba Waste Management for the Leachate and Sludge Disposal at the Water Reclamation Facility effective until June 25, 2028. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 276/2022 Award and enter into contract with Stanley Miller Construction Co. in the amount of $136,984.50 for the 6th St. NW Streetscape Project, GP 1404 for the Engineering Department. Discussion: Director Highman clarified that this project is located to the west of Julz, on 6th St. NW. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded.  Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 3. Ordinance 81/2023 Award and enter into contract with Wenger Excavating, Inc. in the amount of $3,904,610.70 for the 4th Street SE Sanitary Sewer Improvements Project, GP 1338 for the Engineering Department. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 276/2022 Award and enter into a one-year contract with KMS 2000, Inc. dba PPI Graphics for the printing and mailing of utility bills for the Utility Billing Department. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 5. Ordinance 66/2023 Enter into contract with Cargill, Inc. for the supply of road salt at a cost of $56.60 per ton for the 2023-2024 winter season pursuant to Ohio Revised Code Section 5513.01 (Ohio Department of Transportation Cooperative Purchasing Program). Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried.  Director Highman seconded. Ordinance 50/2023 Award and enter into a one-year contract with the Sarchione Auto Group for the purchase of Standard Trucks, Cars, SUV’s and Chassis Vehicles for Various City Departments. Discussion: Mayor Bernabei asked about the nature of this contract. Director Highman stated that this is essentially a supply contract for vehicles. This contract was previously awarded to Montrose Auto Group, as the low bidder. However, they are now experiencing inventory issues. Sarchione was the other bidder for that contract. Sarchione does have vehicles in stock, available for the City to purchase. The bid pricing was based on a discount rate above or below the dealer invoice. This is basically the same style of bid format that we do for the bulk fuel. Per Katie Wise, the bid specifications gave the option to award to one or multiple vendors, based on the best interest of the City. This was not a separate bid, Sarchione was the other vendor that bid when the award was originally awarded to Montrose. Mayor Bernabei asked about Liberty Ford since they are located in Downton Canton. Director Highman and Katie Wise indicated that they have been contacted multiple times about upcoming bids, and they have not submitted any bids in quite some time. Multiple representatives at Liberty have been contacted. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried.
