SPECIAL BOARD OF CONTROL
Meeting Minutes
The Special Board of Control meeting was held Wednesday, July 5, 2023 at 2:00 PM in the
Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at
2:01 PM. Director of Public Service, John Highman and Director of Public Safety, Andrea Perry
were present. Board Secretary Katie Wise was also present.
There were no visitors present.
The following items were for review/approval by the Board of Control:
7/5/2023 - Minutes
1. Ordinance 53/2022
Enter into Change Order No. 2 with Stanley Miller Construction Co., Inc. in the amount of $6,118.21 for
additional site work on the Collection Systems Service Center Garage Addition and Administration Office
Renovation Project, GP1255, resulting in a new contract amount of $2,594,918.21.
Discussion: No discussion.
Motion: Mayor Bernabei made a motion to approve the above referenced change order.
Director Highman seconded.
Vote: 3 yeas 0 nays Motion carried.
2. Ordinance 54/2023
Enter into a professional services agreement with Anser Advisory Management, LLC in the amount of
$235,836.00 for the construction oversight services for the Fairmount Area Water Main Replacement
Project.
Discussion: Mayor Bernabei asked if Anser Advisory was a new vendor. Director Highman stated that we
have used them for several projects. Katie Wise added that they used to be H.R. Gray.
Motion: Mayor Bernabei made a motion to approve the above referenced agreement.

3. Ordinance 288/2022
Enter into Change Order No. 2 with Katherine S. Welling of Welling Farms for a cost reduction in the
amount of $220.95 for the Lease of Approximately 271.42 Acres of Land for Farming at the Sugar Creek
Water Treatment Plant Wellfield. This will remove acreage from the contract that is no longer farmable due
to the installation of new electric and fiber optic infrastructure, resulting in a new annual lease amount of
$46,998.97.
Discussion: Mayor Bernabei asked if the $220.95 was an annual reduction or just one time. Katie Wise
confirmed that $220.95 will be deducted annually from the original lease amount. The original contract
amount was $55,102.00.
Motion: Mayor Bernabei made a motion to approve the above referenced change order.
Director Highman seconded.
Vote: 3 yeas 0 nays Motion carried.
4. Ordinance 50/2023
Award and enter into a construction contract with Karvo Companies, Inc. in the amount of $972,698.25 for
the 6th St. NE Paving Project, GP1372 for the Engineering Department.
Discussion: Mayor Bernabei asked if we have ever used Karvo Companies in the past. Director Highman
mentioned that they have bid on our construction projects for years, but this is the first time that they are
the low bidder.
Motion: Mayor Bernabei made a motion to approve the above referenced contract.
Director Highman seconded.
Vote: 3 yeas 0 nays Motion carried.
5. Ordinance 69/2022
Enter into Change Order No. 1 with S.A. Comunale Co, Inc. in the amount of $1,950.00 for the Demolition
and Installation of One Steam Boiler at the Civic Center due to removing and replacing damaged insulation
and additional work on piping above the new boiler, resulting in a new contract amount of $107,947.00
5. Ordinance 69/2022
Enter into Change Order No. 1 with S.A. Comunale Co, Inc. in the amount of $1,950.00 for the Demolition
and Installation of One Steam Boiler at the Civic Center due to removing and replacing damaged insulation
and additional work on piping above the new boiler, resulting in a new contract amount of $107,947.00
