BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, July 11, 2023 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:00 AM. Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 7/11/2023 - Minutes 1. Ordinance 65/2023 Enter into a contract amendment with Stark County Community Action Agency for their summer learning and work experience program for Canton McKinley High School students. The original contract amount was $78,000.00 in ARPA funds. This amendment will increase the contract amount up to an additional $150,000.00, resulting in a new contract amount of up to $228,000.00. Discussion: Director Highman stated that the release of CDBG funds has been delayed, therefore the funding for this program has been switched from CDBG to ARPA funds. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 276/2022 Enter into contract with Dirty Hands Excavating & Restoration, LLC for the mowing of City owned and/or controlled lots. This contract shall begin on the date of the Auditor’s certification of funds and be valid until March 31, 2024, for the Building Code Department. Discussion: Mayor Bernabei asked if this was a new vendor. Katie Wise said that they are currently a vendor for the NIP mowing program. This contract is for the mowing of standard, vacant City owned lots. Discussion: Mayor Bernabei asked if this was a new vendor. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. 3. Ordinance 69/2022 Enter into a contract amendment with C&J Contractors, Inc. for the Demolition of the Clarendon Ave. Pedestrian Bridge. Demolition will take place in the vicinity of a railway owned and operated by Norfolk Southern Railway Company. This amendment states that C&J Contractors will indemnify Norfolk Southern during the performance of its work on the project. Discussion: Mayor Bernabei asked if this was solely for indemnification for the railway. Director Highman verified that was correct. This project is now set to start in September. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. Adjournment: Mayor Bernabei made a motion to adjourn the meeting. Director Perry seconded. Vote: 3 yeas 0 nays Meeting adjourned: 9:04 AM
