BOARD OF CONTROL
Meeting Minutes
The Board of Control meeting was held Tuesday, November 7, 2023 at 9:00 AM in the Mayor’s
Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:00 AM.
Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were
present. Board Secretary Katie Wise was also present.
There were no visitors present.
The following items were for review/approval by the Board of Control:
11/7/2023 - Minutes
1. Ordinances 124/2021 & 5/2022
Enter into Change Order No. 1 & Final with Anser Advisory Management, LLC for a cost reduction in the
amount of $296,929.71 for the construction oversight of the Canton South Water Main Replacement Project,
in order to close out the project, resulting in a new contract amount of $275,122.29.
Discussion: Mayor Bernabei asked for clarification regarding the change order price versus the final
contract price. The amount that is being canceled is more than the final amount of the contract. Director
Highman stated that Wenger Excavating won both phases for the Canton South Water Main Replacement
Project. That essentially made the project go quickly and smoothly. The construction oversight contracts
are mainly done on a time and material basis, basically 10% of the construction contract amount. Since
this job so quickly and efficiently, less oversight was required, resulting in a cost reduction in the need for
Anser’s services.
Motion: Mayor Bernabei made a motion to approve the above referenced change order.
Director Highman seconded.

2. Ordinance TBD
Award and enter into contract with MacQueen Equipment, LLC dba Bell Equipment Company in the amount
of $106,526.00 for the purchase of a Stellar Container Carrier System and Chevrolet Silverado to be used as
a dumpster hauler truck for the Sanitation Department.

Discussion: This item will be held until next week. There was no City Council meeting last night to review
this item, therefore this item has not yet been approved.
3. Ordinance 52/2021
Enter into Change Order No. 2 & Final with Wenger Excavating, Inc. for a cost reduction in the amount of
$63,191.00 for the Timken Pl./Clark Ave. Connector Project, GP1313, in order to close out the project,
resulting in a new contract amount of $374,485.67.
Discussion: No discussion.
Motion: Mayor Bernabei made a motion to approve the above referenced change order.
Director Highman seconded.
Vote: 3 yeas 0 nays Motion carried.
4. Ordinances TBD
Award and enter into a one-year contract, with the option to renew one year at a time, with Liberty Ford
Lincoln Canton, LLC for the purchase of Heavy Duty Trucks, Vans and Chassis Vehicles for Various City
Departments at a set price of 6.5% above Net/Net Dealer Invoice per vehicle for trucks and chassis’ and 7%
for Ford Transits and vans. This contract will cover any future heavy duty vehicle purchases as approved by
City Council for the duration of this contract term.
Discussion: Per Director Highman, this contract will allow us to get vans and heavy duty cab & chassis as
soon as possible. Katie Wise added that Liberty Ford Lincoln Canton was the only bidder.
