BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, November 28, 2023 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:00 AM. Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were present. Board Secretary Katie Wise was also present. Visitor present was Sherice Freeman, Development Director. The following items were for review/approval by the Board of Control: 11/28/2023 - Minutes 1. Ordinance 189/2023 Enter into a contract amendment to the contract that was previously entered into with We Are Troubled on Every Side Outreach Program (WATOES) for $52,000.00 in CDBG-CV funds for COVID prevention. This amendment will name ABCD, Inc. as the fiscal agent for WATOES. Discussion: Per Director Freeman, the UEI # for WATOES has expired and they are having trouble getting it renewed. ABCD’s UEI # is current and up to date, which will allow them to be the fiscal agent for this program. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinances 176/2022 & 203/2023 Enter into contract with Newton Family Apartments Limited in an amount not to exceed $2,100,000.00 in HOME funds for the Newton Family Apartments. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Discussion: No discussion. Ordinance 176/2022 Enter into a contract amendment with Stark County Community Action Agency regarding the contract for the administration of the Youth Enrichment and Academics Program in the amount of $151,000.00 in CDBG funds. This amendment will extend the contract end date from November 30, 2023 to December 31, 2023. Discussion: Mayor Bernabei asked if this amendment was adding funds to the contract. Director Highman said that no money will be added, this is only to extend the expiration date. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 176/2022 Enter into a contract amendment with JRC Northeast regarding the contract to administer public facility improvements in the amount of $159,767.00 in CDBG funds. This amendment will extend the contract end date from November 30, 2023 to December 31, 2023. Discussion: Director Freeman stated that this contract is being extended because the construction is running behind schedule. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 5. Ordinance 176/2022 Enter into a contract amendment with Goodwill Industries regarding the contract to administer public facility improvements in the amount of $154,920.00 in CDBG funds. This amendment will extend the contract end date from November 30, 2023 to January 31, 2024. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Ordinance 60/2023 Enter into a contract amendment with YWCA of Canton regarding the contract to administer public facility improvements to the New Beginnings building in the amount of $75,000.00 in CDBG funds. This amendment will add an additional $15,000.00 to the project, resulting in a new contract amount of $90,000.00. Discussion: This item will be tabled pending Council authorization. Motion: Director Highman made a motion to table the above referenced contract. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. 7. Ordinances 91/2021 & 58/2023 Enter into a contract amendment with ICAN Housing regarding the contract for the rehabilitations of 1331 14th St. NW and 1711 Fulton Rd. NW in the amount of $106,509.00 in HOME funds. This amendment will add an additional $3,391.00 to the project, resulting in a new contract amount of $109,900.00. Discussion: No discussion. Ordinance TBD Ordinance 211/2023 Enter into a professional services contract with Sol Harris/Day Architecture, Inc. in the amount of $200,000.00 utilizing ARPA funds for the design and oversight of the Canton Memorial Civic Center Upgrades Project. Ordinance 276/2022 Enter into a contract renewal with The Jefferson Health Plan for an estimated annual premium in the amount of $824,719.88 for stop loss insurance coverage. This renewal will be for a term of 12 months from February 1, 2024 to January 31, 2025. Discussion: Per Director Perry, Human Resources was unable to get any other vendors to offer quotes. This is a renewal of the current contract. Motion: Mayor Bernabei made a motion to approve the above referenced renewal Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. 10. Ordinance 69/2022 Enter into Change Order No. 1 with J.D. Williamson Construction Company, Inc. in the amount of $1,242.00 for the 9th St. SW Bridge Replacement Project, GP1298, in order to change the material for the hangers that will support the sanitary sewer, resulting in a new contract amount of $2,525,038.15. Ordinance 50/2023 Enter into contract with Motorola Solutions, Inc. in the amount of $140,000.00 for the purchase of Watchguard Evidence Library Cloud Storage & Licensing to be used for video evidence management for the Police Department, pursuant to the Ohio Department of Administrative Services Cooperative Purchasing Program which exempts said purchase from competitive bidding. Ordinance 204/2023 Enter into a Subaward Grant Agreement with Newton Family Apartments Limited Partnership in an amount not to exceed $.9 million in APRA funds for the Newton Family Apartments. Ordinance 50/2023 Enter into the four following design-build contracts with Standard Plumbing & Heating Co., Inc., all utilizing ARPA funds, pursuant to the design-build selection process per ORC 153, which complies with state competitive bidding requirements: ? Civic Center Replacement of Four Steam Coils in the amount of $128,923.00. ? Garden Center HVAC Condenser & Control Replacement in the amount of $98,958.00 ? Fire Station #4 Chiller Replacement in the amount of $244,954.00 ? Civic Center Replacement of Four Steam Coils in the amount of $128,923.00. ?
