SPECIAL BOARD OF CONTROL Meeting Minutes The Special Board of Control meeting was held Thursday, November 30, 2023 at 4:00 PM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 4:00 PM. Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 11/30/2023 - Minutes 1. Ordinance 50/2023 Enter into a professional services agreement with Arcadis Engineering Service USA, Inc. in the amount of $285,318.00 for the Norman Ave. NW Storm Sewer and Road Reconstruction Project, GP1388. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced agreement. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 186/2023 Enter into Change Order No. 4 with HM Miller Construction Co. in the amount of $278,918.73 for the Allen Ave. SE Area Sanitary Sewer & Waterline Project, due to a sink hole that developed during pipe jacking and tunneling operations under Route 30, resulting in a new contract amount of $7,053,626.06. Discussion: Mayor Bernabei asked if we were still waiting for the dewatering to be completed. Director Highman confirmed that is correct. Motion: Mayor Bernabei made a motion to approve the above referenced change order. Director Highman seconded.  Highman confirmed that is correct. Ordinance 173/2021 Enter into Change Order No. 1 with Anser Advisory f ka H.R. Gray & Associates, LLC in the amount of $37,249.00 for the Allen Ave. SE Area Sanitary Sewer & Waterline Project, due to continued construction oversight services, resulting in a new contract amount of $452,651.00. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced change order. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 210/2023 Enter into a professional services agreement with Glaus, Pyle, Schomer, Burns & DeHaven, Inc. dba GPD Group in the amount of $202,222.00 for the engineering design services for the East Tuscarawas Streetscape Project, Phase 2, GP1422. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced agreement. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried.
