BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, January 30, 2024 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Sherer called the meeting to order at 9:00 AM. Director of Public Safety, Andrea Perry was present. Director of Public Service, John Highman was excused. Board Secretary Katie Wise was also present. Visitor present was Doug Foltz, Director of Parks and Recreation. The following items were for review/approval by the Board of Control: 1/30/2024 - Minutes 1. Ordinance 6/2024 Enter into a contract amendment with the YWCA of Canton in an amount not to exceed $15,000.00 in CDBG funds for public facility improvements to the New Beginnings building located at 800 Tuscarawas St. W, resulting in a new contract amount of $90,000.00. Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced amendment. Director Perry seconded. Vote: 2 yeas 0 nays Motion carried. 2. Ordinances 170/2020 & 4/2024 Award and enter into a construction contract with The Knoch Corporation in the amount of $480,000.00, utilizing ARPA funds, for the Crenshaw Park Outdoor Shelter Project. Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced contract. Director Perry seconded. Motion: Mayor Sherer made a motion to approve the above referenced contract. Director Perry seconded. Vote: 2 yeas 0 nays Motion carried. 3. Ordinance 3/2024 Award and enter into a one-year service contract with JSI Janitorial, LLC for the Custodial Cleaning Services of Various City Buildings. There will be an option of four (4) additional one-year extensions if mutually agreed upon by the City and JSI. The contract will be in the amount of $310,776.00 for the first year, with an annual increase of 1% per year for the remainder of the contract. Discussion: Mayor Sherer asked how long JSI has been cleaning for the City. Katie Wise advised that they are just completing their first full contract, which included the initial one-year contract and also all four one-year extensions. Motion: Mayor Sherer made a motion to approve the above referenced contract. Director Perry seconded. Vote: 2 yeas 0 nays Motion carried. 4. Ordinances 50/2023 & 4/2024 Ordinances 50/2023 & 4/2024 Award and enter into a construction contract with Cavanaugh Building Corporation in the amount of $455,700.00, utilizing ARPA funds, for the Fire Station #8 Renovation Project. Discussion: Mayor Sherer asked the location of this fire station. Katie Wise and Director Perry stated that it was located on Dueber Ave. Director Perry added that the renovations are greatly needed. Motion: Mayor Sherer made a motion to approve the above referenced contract. Director Perry seconded. Vote: 2 yeas 0 nays Motion carried. 5. Ordinance 69/2022 Enter into Change Order No. 3 with Wenger Excavating, Inc. for a cost reduction in the amount of $10.14 for the Colonial Blvd. NE Project, GP1206, due to the reduction of items not needed to complete the project, resulting in a new contract amount of $4,522,365.10. . Director Perry seconded. Vote: 2 yeas 0 nays Motion carried. 6. Ordinance 3/2024 Award and enter into a one-year supply contract, with the option of a 30-day extension, with Core & Main LP for the supply of fire hydrants and hydrant repair parts for the Water Department. Discussion: Mayor Sherer asked if this is an annual contract. Katie Wise clarified that this supply contract is bid every year and a new contract is then created. Motion: Mayor Sherer made a motion to approve the above referenced contract. Director Perry seconded. Vote: 2 yeas 0 nays Motion carried. Adjournment: Mayor Sherer made a motion to adjourn the meeting. Director Perry seconded. Vote: 2 yeas 0 nays Meeting adjourned: 9:05 AM
