SPECIAL BOARD OF CONTROL Meeting Minutes The Special Board of Control meeting was held Tuesday, February 6, 2024 at 9:45 AM in the Mayor’s Conference Room. Board President, Mayor Sherer called the meeting to order at 9:47 AM. Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 2/6/2024 - Minutes 1. Ordinance 288/2022 Enter into Change Order No. 3 with Katherine S. Welling of Welling Farms for a cost reduction in the amount of $656.89 annually for the Lease of Approximately 271.42 Acres of Land for Farming at the Sugar Creek Water Treatment Plant Wellfield. This will remove acreage from the contract that is no longer farmable due to tree overgrowth, resulting in a new annual lease amount of $46,342.08. Discussion: No discussion. Motion: Director Highman made a motion to approve the above referenced change order. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. 2. Codified Ordinance 105.04 Register Kingsway Services, LLC with the Clerk of Council as an emergency contractor for profiling and street paving due to water main breaks, etc. through the Water Department for a one-year term beginning March 1, 2024. Discussion: Per Director Highman, this is done annually via Codified Ordinance 105.04. If any work ever needs to be done on an emergency basis, such as a water main break, an RFQ process is supposed to be completed to get a vendor selected for that possible work and register them with Council. City employees are able to perform a lot of the emergency work themselves, so the emergency contractor does not always have to be utilized. This helps cut down on costs. However, the contractor it there if needed. Kingsway Discussion: Per Director Highman, this is done annually via Codified Ordinance 105.04.
