BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, May 21, 2024 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Sherer called the meeting to order at 9:00 AM. Director of Public Safety, Andrea Perry and Director of Public Service, John Highman were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 5/21/2024 - Minutes 1. Ordinance 102/2024 Request for Board of Control approval for the Department of Development to file the 2024-2028 Consolidated Plan with the U.S. Department of Housing and Urban Development. Discussion: Per Director Highman, the 2024-2028 Consolidated Plan does not require Board of Control approval since it did not require the approval of any funds. Motion: No motion necessary. 2. Ordinance 105/2024 Enter into various contracts, per the attached fact sheet and Exhibit A, in CDBG, HOME and ESG funds. The organizations listed in the exhibit were selected to receive grant awards as part of the City’s 2024 HUD approved action plan. Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced contracts. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried.  Director Highman seconded. Ordinance TBD Ordinance 113/2024 Enter into the Agreement and the First Amendment for the Purchase and Sale of Real Estate located at 2522 30th St. NE, Canton, OH 44705, with Shirley J. Tongret for the purchase price of $90,000.00, as part of the City’s Service Center property acquisition. A deposit of $4,500.00 to be applied to the purchase price at closing will be given to Mrs. Tongret prior to closing. Discussion: Per Director Highman, Mrs. Tongret already has the $4,500.00 for the closing costs. Rick Bodenschatz from the Engineering Department will facilitate everything to complete this process. Mayor Sherer asked which property this was and Director Highman clarified that it was the home between Regent Ave. and the Service Center. After the paperwork is finalized, this home will be demolished. Motion: Mayor Sherer made a motion to approve the above referenced agreement and amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 3/2024 And Codified Ordinance 551.01 Enter into contracts with Campbell Landscaping; Manniecured Lawn Services; Dirty Hands Excavating and Restoration; Turf Tenders LLC; Canton Roll Off LLC and A Cut Above Tree Service LLC for Trash/Debris Clean-up, Trimming, Mowing and Removal of Overgrown Landscape Material on City Owned and/or Controlled Areas. These contracts will be funded by ARPA funds in 2024, then the funding source will change to non-ARPA funds beginning in 2025. Discussion: Director Highman stated that these contracts are mainly for the cleanup of alleys. This is not a bid process, this is an application process where we provide them the prices that will be paid for the requested services. Motion: Mayor Sherer made a motion to approve the above referenced contracts. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. 5. Ordinance 103/2024 Enter into contract with Southeastern Equipment Co., Inc. in the amount of $145,193.74 for the purchase of a Track Mounted Dozer for the Water and Collection Systems Departments pursuant to the Sourcewell Cooperative Purchasing Program which exempts said purchase from competitive bidding.
