BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, July 2, 2024 at 9:00 AM in the Mayor’s Conference Room. Director of Public Service, John Highman called the meeting to order at 9:03 AM. Director of Public Safety, Andrea Perry was present. Board President, Mayor Sherer was excused. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 7/2/2024 - Minutes 1. Ordinance 108/2024 Enter into a grant agreement with Community Building Partnership of Stark County, Inc. in an amount not to exceed $250,000.00, which includes a 15% administrative fee, utilizing Issue 13 Comprehensive Plan Neighborhood Funds to establish programs to incentivize owner-occupants in completing exterior upgrades and/or code compliance renovations and to implement several additional neighborhood programs. Discussion: No discussion. Motion: Director Highman made a motion to approve the above referenced agreement. Director Perry seconded. Vote: 2 yeas 0 nays Motion carried. 2. Ordinance 62/2024 Enter into a professional services contract with W.E. Quicksall and Associates, Inc. in the amount of $249,830.00 for the preliminary design engineering services for the 18th St. Reconstruction Project, GP1353. Discussion: Per Director Highman, this is a neighborhood project in the Vassar Park area. Motion: Director Highman made a motion to approve the above referenced contract. Director Perry seconded. Vote: 2 yeas 0 nays Motion carried. 3. Ordinance 69/2022 Enter into Change Order No. 1 with Q.B.S., Inc. in the amount of $12,550.53 for the Police Dept. Indoor Range Ventilation System due to an error in the original contract amount. This will add the Preliminary Services Fee of $18,000.00 which was mistakenly omitted from the original contract amount total, resulting in a new contract amount of $262,550.53. Discussion: Per Director Highman, this change order is to clarify a matter with the contract pricing breakdown in the design build process. Motion: Director Highman made a motion to approve the above referenced change order. Director Perry seconded. Vote: 2 yeas 0 nays Motion carried. 4. Ordinance 63/2023 Enter into Change Order No. 1 with Legacy of Honor for the Mental Health and Awareness Services for Canton Police Officers. The total original contract cost of $124,400.00, which is paid for via an ARPA grant, will not change. However, it has been requested by the State of Ohio that some funding for service line items listed in the contract be adjusted within the pricing list so that payments can be processed properly.
