BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, July 30, 2024 at 8:30 AM in the Mayor’s Conference Room. Board President, Mayor Sherer called the meeting to order at 8:30 AM. Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 7/30/2024 - Minutes 1. Ordinance 62/2024 Enter into Change Order No. 2 with Arcadis US, Inc. in the amount of $684,339.00 for the W. Tuscarawas Corridor Safety Project, Phase 1, GP1165 due to completion of Stage 2 design plans, beginning of Stage 3 plans and grant application preparation, resulting in a new contract amount of $2,659,510.00. Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced change order. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinances 50/2023 & 4/2024 Enter into Change Order No. 1 with Environmental Design Group in the amount of $16,502.89 for the engineering design services on the Cleveland Ave. NW Streetscape, Phase 2 due to the completion of design as this project advances to construction in 2025, resulting in a new contract amount of $66,339.89. Discussion: Mayor Sherer asked if this project will run from 8th St. NW to 12th St. NW. Director Highman confirmed that is correct. This will be an ODOT funded project. Per the ODOT timeline of funds and approvals, the construction of this project will be bid in the spring of 2025. Since this will be a federally funded project, a request for a PLA waiver will be made. Cleveland Ave. improvements will continue to be made through next summer, which may cause a disruption in the route for the Hall of Fame parade next summer.  Discussion: Mayor Sherer asked if this project will run from 8th St. NW to 12th St. NW. Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced contract. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 111/2024 Award and enter into a construction contract with Wenger Excavating, Inc. in the amount of $2,414,400.75 for the Perry Heights Water Main Replacement Project, Phase II. Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried.
