SPECIAL BOARD OF CONTROL Meeting Minutes The Special Board of Control meeting was held Tuesday, November 4, 2025 at 11:00 AM in the Mayor’s Conference Room. Director of Public Service, John Highman called the meeting to order at 11:00 AM. Director of Public Safety, Andrea Perry was present. Board President, Mayor Sherer was excused. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 11/4/2025 - Minutes 1. Ordinance 159/2025 Award and enter into a construction contract with Wenger Excavating, Inc. in the amount of $2,398,850.55 for the Gross Ave. NE Area Water Main Improvements (TAG 651). Discussion: No discussion. Motion: Director Highman made a motion to approve the above referenced contract. Director Perry seconded. Vote: 2 yeas 0 nays Motion carried. 2. Ordinance 85/2025 Enter into Change Order No. 2 with Canton Sign Co. for the Civic Center Campus Identification Signs Project in order to extend the project completion date by ten (10) calendar days from November 2, 2025 to November 12, 2025. Discussion: No discussion. Motion: Director Highman made a motion to approve the above referenced agreement. Director Perry seconded. Vote: 2 yeas 0 nays Motion carried.  Director Perry seconded.
