PETE RIFFLE: Okay. Um… I don’t know how… what I’m supposed to say or how to say it. I spoke with my councilman the other day. He suggested I come here and talk. We’ve been having problems in the neighborhood with people that have vehicles with rather loud low frequency stereos. We’ve tried to talk with some of these individuals about it, we’ve spoken to the police three different times, they’ve been out twice. These people are still refusing to turn down their stereos. We’ve talked with our neighbors about it, people up and down the streets. Um… the stereos are so loud that it’s rattling things in people’s homes. Some people have valuable things, stained glass windows. So when these stereos come through the neighborhood, they’re rattling everything, people are afraid they’re gonna break. We’ve had a couple pictures fall off the wall because of these things. We are just… the police have talked to them, nothing’s really happening, they’re still rolling through the neighborhoods. We’re just wondering what can be done. Can City Council do something to help us out. We… we’re not complaining that it’s loud, most people don’t mind that it’s loud, it’s just these frequencies that are low that are rattling everything. That is what’s causing the disturbance. People with pets, dogs, they’re disturbed. They get all wound up because of these things. So we want to know if there’s something that can be done with all of this. PRESIDENT BATES AYLWARD: Okay. My name’s LeTony Baker and I’m here today representing Walking With a Purpose, known as WWAP, a community based organization dedicated to empowering up… uplifting the youth of our city. I stand before you to inquire about the availability of grants and sponsorship opportunity support, watch programs and initiatives. At WWAP we are deeply committed to providing our youth with the resources, support and guidance they need to succeed. However, we recognize that we cannot do it alone. We rely on support of… of our community, including grants and sponsorships to welcome (inaudible) to work. I would like to inquire… I would like to inquire if the City Council offers any grants or sponsorship programs that could assist organizations like WWAP in fulfilling our mission. Um… as part co-founder of WWAP… uh, I am born and raised in Canton, Ohio. Uh… we been doing programs and events for the youth for almost about a year now. Um… it’s been a year since we been an official organization… uh, but has far as doing programs and events, it’s been almost a… almost a year… two months away from a year. Um… we been doing… uh, father/daughter brunches, mother/daughter dances, youth expos, banquets for the… uh, youth sports teams, back-to-school programs and workshops. (Inaudible)… Um, this weekend we doing a block party in the neighborhood, block party at Nimisilla Park. There’s gonna be a talent show as well. Uh… this is an event for the community, and families to come up and have fun… uh celebrate… celebrate the time with the youth. Um… I’m pretty much just up here just to piggyback off what Tony… LeTony said. Um… I would like to tell you Hadith, which is a collection of… uh, traditions containing sayings of the prophet Muhammad, which (inaudible) with accounts of his daily practice, constitute the major source of guidance for Muslims apart from the Quran, and this is specifically for you, Ms. Kimbrough... um, cause you said that we need to pray, and I agree with that wholeheartedly. Um… this was narrated by Tim… Timothy, the Hadith outlines the story of a Bedouin, which is a Nomadic Arab of the dessert, who was leaving his camel without tying it. The prophet Peace Be Upon Him asked him, why don’t you tie down your camel? The Bedouin answered, I put my trust in Allah or God. The prophet then replied, tie your camel first and then put your trust in Allah. So yes, we should pray and we need to pray. And as Muslims, we actually pray five… five plus times a day. But we also need to act. We need to tie our camels. Um… some of the latest figures… uh, it would take you 42 years to attend every funeral of every child that has died in Gaza in the past six months. Um… the recovery of the bodies of more than 283 martyrs from the mass graves in Nasser Medical Complex is new additional evidence of the bloodiness of the occupation, it’s Nazism and the extent of this genocide it is practicing against our people. I watched a video the last time I was here of an Israeli drone playing sounds of women and children crying in the neighborhood… uh, to draw out to… people to come and help them and then they were immediately shot. They do this because they know that Palestinians will help if they hear these types of things. Some of the most demented things in history are taking place as we speak. Uh… please put a vote for a ceasefire… uh, Resolution. We are tired and we want you to show us that we are welcome in the city and that Muslim Christians and Jewish Palestinians’ lives matter. We want you to show us that you don’t stand with Jewish supremacy, that everyone is equal and that violence against an unarmed population and a genocide is not the answer. John, you told me that you don’t want your son to have to grow up tough. I want the same thing, my friend. But if it’s not obvious by now, I have no choice to raise my son to be tough, physically, mentally and most importantly spiritually. Inevitably, we will be targeted just because of where we are from and who we are COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 142 MINUTES OF THE MEETING APRIL 22, 2024 and what we look like, just because we say La ilaha illallah, there is no god worthy of worship except God. Just because we are brown, speak Arabic, just because we have beards and unibrows, we are automatically made to be the enemy. So much so that Ukraine can get flags up and down Market, but we can’t get a simple ceasefire. It doesn’t make sense and it’s not fair (buzzer sounds). PRESIDENT BATES AYLWARD: I think you’re gonna have to speak up just a little bit, and if you can… HASAN MUHEISEN: Uh… you want me to speak louder, but I want you to hear the voice of the Gaza children before you hear my voice. HASAN MUHEISEN: You asked me to raise my voice, but I want you to hear… don’t hear my voice, hear the children of Gaza. Hear the women of Gaza. Hear the doctors of Gaza who been destroyed and killed. Every day that we come here or every Monday, how many children got killed? Two hundred fifty children got killed every day. Maybe now, 35,000 got killed, that we could save these lives. We have to talk peace. Peace means salaam. Peace means shalom. Peace means love and justice for all. When we teach peace, that means the outcome of the results for the children is peace. We do want to destroy the schools to achieve peace. We can build schools and teach them how to act and how to love and how to achieve peace. Peace means $26 billion to go to peace. Oh no, sorry, $26 billion is going to destroy the life of the people. Even last week, not just in Gaza and Jerusalem and West Bank… we cannot even say Pales… Palestinian territory, we have to say West Bank because United States refused to accept the recognition of the State of Palestine in the United Nation. We are Palestinians, but Palestinians have no identity, no passport. We cannot even see ourselves that hold or teach our kids the freedom, the peace that we want. I wish that you can achieve and vote for the peace Resolution to achieve the peace that we are looking for, for our children. I live at 1520 Warner Road SE, Canton, Ohio, and I’m here to… um, basically a plea for humanity. I’m here to ask for the ceasefire. Yes, Jesus Christ is my lord and savior, and it wouldn’t matter to me who it was when I see the carnage that I’ve seen in the last few days, and I don’t even watch the news. But I’ve been made aware of some things, and… um, it’s not of God. So when you say one nation under God, indivisible with liberty and justice for all, do you just mean yourself? PRESIDENT BATES AYLWARD: Could… could you speak just a little more into the mic. AARON SIMS: (Loudly raises his voice)… When you say… PRESIDENT BATES ALYWARD: Thank you, thank you. AARON SIMS: (Continues in a loud voice)… When you say one nation, under God, with liberty and justice for all, do you mean all people… (lowers his voice)… or do you mean just you? This is a cry for humanity. And if you could give us your name and residential address at the podium, please. ELI SHERMAN: My name is Eli Sherman. I live at 2353 14th Street NE in Canton 44705. I’m here today to ask the City Council to please take into consideration the zoning laws that we have. I ask that the zoning laws be changed potentially to consider a company called Pet Playground. Pet Playground has a 99% success rate of keeping dogs in and out unless human interference is… uh, comes into play. They come in varying heights of four to seven feet tall, with six feet tall being the standard that all dog fences should be according to statistics, dog behavior and biology. Pet Playground makes all of their fences with a rubber coated resistance… weather resistance… uh, substance that protects the galvanized steel wires that are used to make this fence. I’d like to say that that is the exact same material that chain link fences are made of. Pet Playground has a double layer system that can stand… withstand 2900 pounds of force per square inch, and they even have a triple layer system that withstands 4,000 square feet… or 4,000 PSI. It’s anti-climb, anti-dig and anti-bite due to the overlapping mesh creating too small of a barrier for the dogs to break through, and it has a one foot anti-dig guard on the ground inside the enclosed space. As of the 20th of April, Pet Playground actually introduced something called a bitter coating. What this bitter coating does is it’s kind of like the same substance that they put on batteries now to keep children from swallowing and licking them. If a dog gets that substance on their tongue, it’s not a pleasant experience for the dog. It’s not harmful at all though. It’s low income friendly, and it’s actually very easy to install. They have a DIY, do it yourself, system or they provide professional installers should you require that as well. It’s designed to act like a back net for baseball or football. It gently repels the person or the creature back inside the area without provide… without giving any, you know, give at all. Basically, I’d like the City Council to consider this as a viable resource for fencing. Most galvanized steel chain link fences, privacy fences or even invisible fences have significant risks, not only to the animals but the people around them if for some reason the dog becomes aggressive when someone approaches. JUSTICE MILLER: Hello, my name is Justice Miller. PRESIDENT BATES AYLWARD: Oh, I’m sorry. JUSTICE MILLER: I live at 2353 14th Street NE, Canton 44705. I’m here to speak… I’m also here to speak as well as to why, as a community, allowing Pet Playground fen… Pet… Pet Playground’s fencing is so important, and to further elaborate on some of the pain points that have been brought to us when bringing this to other officials. While it may be similar in appearance to cattle fencing, which is not a prohibited material, Pet Playground’s mesh is always galvanized after welding which prevents damage, but the more common post galvanized cattle wire often has. The other concern brought to us is the lack of concrete supports for any of the posts for Pet Playground’s fences. This conc… this fen… this concern becomes less of a problem when informed that to minimize cost, many times your standard chain link fences only have concreting done for the corner posts. Um… to make up for the lack of the concrete on their corner posts, Pet Playground actually uses a three point structure that creates a wider base and is… as well as dispersing any force that comes in contact with the fence itself through the three different supports. On top of all of that, Pet Playground makes it a point to enhance the stability of their fences by using tension wires along different parts of the structure which help to slowly bring anything that contacts with the fence to a stop rather than cattle wire, which has no other supports to it and just relies on the strength of the fence itself, or unlike chain link fence which the high amount of tension acts more like a wall, which can actually harm things that come in contact with it, both animal and people, as well as increase the chance of it breaking down due to its rigid nature. I mentioned a couple times the concept of cost effec… cost efficiency because with the ramped inflation in both production costs and labor costs, more and more people are gonna be resorting to self installation for these kinds of things which includes chain link fences. Chain link fences are often hard to install and have very few reliable guides on how to do it, unlike Pet Playground which on their page itself has the resources to install it yourself, guides, step by step tutorials. The affordable nature of it… the affordable nature of this kind of fencing is extremely important because so many people lack these… lack the security that a fence can provide simply because they are gaited out of it due to the excessive cost. So in conclusion, I hope that you would consider Pet Playground as a resource that is allowed by the city for fencing. (Buzzer sounds) PRESIDENT BATES AYLWARD: Thank you. (Buzzer sounds)… Okay. I’ve gave you guys… I handed this accountability… police accountability paper cause, once again, we’re here again about another murder. And it’s not saying he died in custody, he mur… he was murdered. So, we come in this Chamber every Monday or them three or four Mondays out of … out of the month and we discuss the same thing that should be an automatic for a city, like the streets, the water, this plan, that plan, zoning this. That should be an automatic for a city. It shouldn’t even be discussed in this Chamber. What should be discussed in this Chamber is how to stop these police from killing our black men. You sat there and answered his question about a speaker being loud, but you didn’t answer my killing Williams questions.
