City of Canyon Commission Meetings

City Commission Meeting November 8, 2022 The City Commission of the City of Canyon met at 4:30 pm in the City Commission Chambers of the Civic Complex. Mayor Gary Hinders presided over the meeting with the following Commissioners in attendance, Mayor Pro-Tem Cody Jones, Kelsey Ward, and Randy Ray. Commissioner Paul Lyons was unable to attend. Also present were the following City Staff: City Manager Joe Price, Assistant City Manager Jon Behrens, City Secretary Gretchen Mercer, Finance Director Joel Wright, Planning and Development Building Official Craig Brown, Planning and Development Inspector Stan Barnard, Communications Director Megan Nelson, Police Chief Steve Brush, Fire Chief Dennis Gwyn, Assistant Fire Chief Vince Whitfill, Water Superintendent Eric Whitten, Canyon Economic Development Board President Jim Bryan, Canyon Economic Corporation Administrative Assistant Brittany Bates and City Attorney Chuck Hester. Item 1. Call to Order. Mayor Hinders called the meeting to order at 4:34 pm. Item 2. Invocation. Commissioner Ray gave the invocation. Item 3. Pledge of Allegiance. The Pledge of Allegiance was led by Mayor Pro-Tem Jones. Item 4. Approval of the Minutes of the Meeting of October 17, 2022 Commissioner Ray moved, duly seconded by Mayor Pro-Tem Jones to approve the minutes of October 17, 2022 as presented. Motion carried unanimously. Item 5. Public Comment – Comments from Interested Citizens No comments were made. Item 6. Consider and Take Appropriate Action on Second and Final Reading of Resolution No. 25-2022, A Resolution of the City Commission of the City of Canyon Approving Project Funding Agreement Between 806 FIT, LLC and Canyon Economic Development Corporation Relating to Business Expansion in Canyon. Canyon Economic Development Board President Jim Bryan presented Resolution No. 25-2022 for the second and final reading. Mr. Bryan said the CEDC approved project funding of $100,000 for 806 Fit, LLC for business expansion. Mr. Bryan said the CEDC Board held a public hearing October 13, 2022 and received no opposition. After discussion, Commissioner Ward moved, duly seconded by Mayor Pro-Tem Jones to adopt Resolution No. 25-2022 as presented. Motion carried unanimously. City Commission Meeting October 17, 2022 Page 2 of 3 RESOLUTION NO. 25-2022 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CANYON APPROVING PROJECT FUNDING AGREEMENT BETWEEN 806 FIT, LLC AND CANYON ECONOMIC DEVELOPMENT CORPORATION RELATING TO BUSINESS EXPANSION IN CANYON. Item 7. Consider and Take Appropriate Action on Request from Aurelio Rivas for the Continued Donation of Water for the Canyon Community Garden Located Between 1st and 2nd Avenue and 18th and 19 Street. City Secretary Gretchen Mercer presented a request from Aurelio Rivas for the continued donation of water for the Canyon Community Garden. Mr. Rivas was present to answer questions. Mr. Rivas said 300 plus residents visit the garden each year. After discussion, Commissioner Ray moved, duly seconded by Mayor Pro-Tem Jones to approve the City of Canyon to continue donating water to the Canyon Community Garden for two years. Motion carried unanimously. Item 8. Consider and Take Appropriate Action on Resolution No. 26-2022, A Resolution of the City of Canyon, Texas Supporting the Application and Acceptance of a FEMA AFG Grant for the Purchase of Self-Contained Breathing Apparatus, and Associated Equipment for the Canyon Fire Department; and Authorizing the Fire Chief to Represent the City in All Matters Pertaining to the Administration of the Grant. Fire Chief Dennis Gwyn presented Resolution No. 26-2022 for consideration. Chief Gwyn stated the current equipment used by the Canyon Fire Department was becoming obsolete. Chief Gwyn said the Fire Department would like to pursue a grant that would provide new equipment that has a tracking system, speaker system in the headgear making it easier to speak and be heard, and other new safety measures built in that would keep fire fighters much safer. Chief Gwyn said a professional grant writer would be hired to write this grant that specializes in grant writing for Fire Departments for approximately $2,000. After discussion, Mayor Pro-Tem Jones moved, duly seconded by Commissioner Ray to adopt Resolution No. 26-2022 authorizing the Fire Department to pursue the application of a FEMA AFG Grant to replace the current SCBA and associated equipment. Motion carried unanimously. RESOLUTION NO. 26-2022 A RESOLUTION OF THE CITY OF CANYON, TEXAS SUPPORTING THE APPLICATION AND ACCEPTANCE OF A FEMA AFG GRANT FOR THE PURCHASE OF SELF- CONTAINED BREATHING APPARATUS, AND ASSOCIATED EQUIPMENT FOR THE CANYON FIRE DEPARTMENT; AND AUTHORIZING THE FIRE CHIEF TO REPRESENT THE CITY IN ALL MATTERS PERTAINING TO THE ADMINISTRATION OF THE GRANT. City Commission Meeting October 17, 2022 Page 3 of 3 Item 9. Consider and Take Appropriate Action on Resolution No. 27-2022, A Resolution of the City Commission of the City of Canyon, Texas, Prescribing Limitations on Parking or Standing Motor Vehicles or Trailers During Parade to be Held December 3, 2022. Police Chief Steve Brush presented Resolution No. 27-2022 for consideration. Chief Brush stated the adoption of Resolution No. 27-2022 would prevent parking along the parade route for the Christmas Parade December 3, 2022. After discussion Commissioner Ward moved, duly seconded by Mayor Pro-Tem Jones to adopt Resolution No. 27-2022 as presented. Motion carried unanimously. Item 10. Consider and Take Appropriate Action on Presentation of City of Canyon 2022 Strategic Plan Third Quarter Update. Assistant City Manager Jon Behrens presented an update on the progress of the 2022 Strategic Plan. No action, informational only. Item 11. Executive Session Pursuant to §551.071 Consultation with Attorney, and §551.074 Personnel Matters (EDC Director) Mayor Hinders indicated the City Commission would adjourn into Executive Session at 5:14 pm. Item 12. Consider and Take Appropriate Action on Items Discussed in Executive Session. Upon returning from Executive Session at 5:48 pm, no action was taken. Item 13. Consider and Take Appropriate Action on Meeting Dates for November, December 2022 and January, February 2023. After discussion, Meeting dates were set as follows: Monday November 21, 2022 at 4:30 pm Monday December 5, 2022 at 4:30 pm Monday January 9, 2022 at 4:30 pm Monday February 13, 2022 at 4:30 pm Item 14.
