Mayor and Council reports and information sharing. 2. Receive supplemental staff information and responses to questions. 3. Council will convene in Executive Session pursuant to Texas Government Code: • Section 551.071 for private consultation with the City Attorney to seek legal advice with respect to pending and contemplated litigation and including all matters on this agenda to which the City Attorney has a duty under the Texas Rules of Discipline and Professional conduct regarding confidential communication with the City Council. · Discuss Landfill Application • Section 551.072 to discuss certain matters regarding real property. • Section 551.074 to discuss personnel matters. • Section 551.076 to discuss security matters. • Section 551.087 to discuss Economic Development. 4. Council will reconvene in open session to consider action, if any, on matters discussed in the Executive Session. ***WORKSESSION*** 5. Discuss Changeable Messaging Monument Signs. ***REGULAR MEETING 7:00 PM*** INVOCATION PLEDGE OF ALLEGIANCE PUBLIC FORUM 6. Hearing of any citizen/visitor on items not listed on the regular meeting agenda. Citizens wishing to address the Council regarding items on the posted agenda will be called to speak during the Council's consideration of such items. Citizens/visitors should complete an appearance card located on the table at the entrance to the City Council Chambers. Speakers must address their comments to the presiding officer rather than to individual Council members or staff; Stand at the podium, speak clearly into the microphone and state your name and address prior to beginning your remarks; Speakers will be allowed between 2 and 5 minutes for testimony; Speakers making personal, impertinent, profane or slanderous remarks may be removed from the room; Unauthorized remarks City of Carrollton Page 2 Printed on 1/16/2014 City Council REGULAR WORKSESSION & January 21, 2014 MEETING from the audience, stamping of feet, whistles, yells and similar demonstrations will not be permitted; No placards, banners or signs will be permitted in the Chambers or in any other room in which the council is meeting. In accordance with the State Open Meetings Act, the City Council is restricted from discussing or taking action on items not listed on the agenda. Action can only be taken at a future meeting. BIDS & PURCHASES *7. Consider Approval Of Bid #14-005 For Flexbase For Public Works From Various Vendors In An Amount Not To Exceed $85,000.00. CONTRACTS & AGREEMENTS *8. Consider Authorizing The City Manager To Approve A Development Agreement With Grand Ridge LLC For Construction Of Deceleration Lanes, Sidewalks, And Other Paving Improvements Associated With The Ridge Residential Subdivision. *9. Consider Authorizing The City Manager To Approve A Contract With Barson Utilities For The Rosemeade Parkway Water Line Replacement Project In An Amount Of $979,605.00. *10. Consider Authorizing The City Manager To Reject All Bids Received For The Old Downtown Square Project. ORDINANCE *11. Consider An Ordinance To Amend The Authorized Number Of Civil Service Sub Apparatus Operator And Apparatus Operator Positions Within The Fire Department. RESOLUTIONS *12. Consider A Resolution Accepting The Fourth Quarter And Annual Investment Officers Report For Period Ended September 30, 2013. *13. Consider A Resolution Authorizing The City Manager To Enter Into An Interlocal Agreement With The City Of Dallas For The Biomedical Online Supervision Program In An Amount Not To Exceed $95,674.00. *14. Consider A Resolution Authorizing The City Manager To Enter Into An City of Carrollton Page 3 Printed on 1/16/2014 City Council REGULAR WORKSESSION & January 21, 2014 MEETING Interlocal Agreement With Denton County For Library Services For Fiscal Year 2013-2014. *15. Consider A Resolution To Nominate Two Directors And Name A Chairman For The Tax Increment Reinvestment Zone No. 1, Carrollton, Texas. PUBLIC HEARING-CONSENT AGENDA *16. Hold A Public Hearing And Consider An Ordinance To Rezone To Remove A Planned Development District For A Certain Approximately 37.42-Acre Tract And Establish A New Planned Development District With Modified Development Standards. The Subject Tract Is Located At The Northeast Corner Of Midway Road And International Parkway And Is Currently Zoned PD-43 For The (HC) Heavy Commercial District With SUP 301 For Automobile Detailing And Minor Repair. *17. Hold A Public Hearing And Consider An Ordinance To Rezone To Amend SUP 229 To Change The Allowed Use From Automobile Paint & Body Shop To Automobile Equipment Rental & Leasing (Site Area In Excess Of Five Acres) With Special Conditions; And Amending Accordingly The Official Zoning Map. The Approximately 7.497-Acre Tract Is Located At 2700 North IH-35E And Is Currently Zoned For The (FWY) Freeway District With SUP No. 229 For Automobile Paint & Body Shop. Case No. 12-13SUP2 Hertz/Architectural Construction Services. Case Coordinator: Christopher Barton.
