legal advice with respect to pending and contemplated litigation and all
matters on this agenda to which the City Attorney has a duty under the
Texas Rules of Discipline and Professional conduct regarding
confidential communication with the City Council.

∙Section 551.072 to discuss certain matters regarding real
property.
4. Council will reconvene in open session to consider action, if any, on matters
discussed in the Executive Session.

Rescue.
PUBLIC FORUM
8. Hearing of any citizen/visitor on items not listed on the regular meeting
agenda. Citizens wishing to address the Council regarding items on the
posted agenda will be called to speak during the Council's consideration of
such items.
Citizens/visitors should complete an appearance card located on the table at the
entrance to the City Council Chambers. Speakers must address their comments

to the presiding officer rather than to individual Council members or staff;
Stand at the podium, speak clearly into the microphone and state your name and

slanderous remarks may be removed from the room; Unauthorized remarks
from the audience, stamping of feet, whistles, yells and similar demonstrations
will not be permitted; No placards, banners or signs will be permitted in the
Chambers or in any other room in which the Council is meeting. In accordance
with the State Open Meetings Act, the City Council is restricted from discussing
or taking action on items not listed on the agenda. Action can only be taken at a
future meeting.

*11. Consider Approval Of Bid #14-030 For The Planting Of Various Shrubs
For The City Arborist From Various Vendors In An Amount Not To Exceed

*12. Consider Approval Of Quote For Hebron & Josey Library Carpet
Replacement To Tandus Centiva Through An InterLocal Agreement With

*14. Consider Authorizing The City Manager To Approve Change Order #1 With
SYB Construction Company For An Additional Sewer Line Replacement
On Sparling Way For The Carrollton Downs Alley & Sanitary Sewer Line
Replacement Project In An Amount Of $76,125.00, For A Revised Contract
Amount Of $2,122,636.00.

*15. Consider Authorizing The City Manager To Enter Into A Demolition And
Environmental Remediation Services Contract With Lindamood
Demolition To Demolish City-Owned Buildings Through An Interlocal
Agreement With The City Of Fort Worth And Their Bid Award In An
Amount Not To Exceed $1,634,347.00.
*16. Consider Authorizing The City Manager To Enter Into An Interlocal
Agreement With The City Of The Colony To Provide HR Director
Recruitment Services.
RESOLUTIONS
*17. Consider A Resolution Of The City Of Carrollton, Texas, Making An
Appointment To The Public Employee Benefits Alliance Board Of Trustees
And Providing An Effective Date.
*18. Consider A Resolution Authorizing The City Manager To Take All
Necessary Action to Acquire Property Rights For Public Purposes On One
Tract Of Improved Land Located At 1900 East Hebron Parkway Including
The Use Of Eminent Domain To Acquire The Property If Negotiations Fail.
*19. Consider A Resolution Authorizing the City Manager to Enter Into An
Economic Development Incentive Agreement With JEM Beverage
Company, Inc., For The Redevelopment of 1010 5th Street.
*20. Consider A Resolution Accepting The Investment Strategies And
Investment Officers Third Quarter Report For Period Ended June 30,
2014.
*21. Consider Authorizing The City Manager To Approve A Contract Appointing
Frost Bank, N.A. As The City’s Depository Bank To Provide Depository
And Banking Services For The Period Beginning November 1, 2014 And
Ending October 31, 2016 With One Three-Year Extension Option, And To
Reimburse Frost Bank, N.A. For These Services In Accordance With The
Depository Bank RFP Number 14-022 In An Amount Not to Exceed
$88,645.28 Annually; And Further Authorizing The City Manager To Be And
To Appoint Signatories For All Depository Services.
PUBLIC HEARING-CONSENT AGENDA
*22. Hold A Public Hearing And Consider An Ordinance To Repeal And
Re-Establish A Special Use Permit Being SUP-338 For Used Car Sales
With Special Conditions On A Tract Located At 1875 North IH-35E;
Amending Accordingly The Official Zoning Map.
*23. Hold A Public Hearing And Consider An Ordinance To Rezone To Repeal
And Re-Establish PD-175 For The (SF-5/12), (SF-7/16) & (SF-10/18)

Plano Parkway Between The Burlington Northern & Santa Fe Railroad
And Parker Road (FM 544) Which Is Currently Zoned PD-175 For The
Same Districts; Amending Accordingly The Official Zoning Map.
OTHER BUSINESS
24. Conduct A Public Hearing On The Proposed 2014 Property Tax Increase
And Proposed Operating And Capital Budget For The Fiscal Year October
1, 2014 Through September 30, 2015.

however, there is no legal requirement to do so and in the event a social function,
convention, workshop, ceremonial event or press conference is not posted by the City
Secretary's Office, nothing shall preclude a quorum of the City Council from gathering
as long as "deliberations" within the meaning of the Texas Open Meetings Act do not
