PUBLIC FORUM 12. Hearing of any citizen/visitor on items not listed on the regular meeting agenda. Citizens wishing to address the Council regarding items on the posted agenda will be called to speak during the Council's consideration of such items. Citizens/visitors should complete an appearance card located on the table at the entrance to the City Council Chambers. Speakers must address their comments to the presiding officer rather than to individual Council members or staff; Stand at the podium, speak clearly into the microphone and state your name and address prior to beginning your remarks; Speakers will be allowed between 2 and 5 minutes for testimony; Speakers making personal, impertinent, profane or slanderous remarks may be removed from the room; Unauthorized remarks from the audience, stamping of feet, whistles, yells and similar demonstrations will not be permitted; No placards, banners or signs will be permitted in the Chambers or in any other room in which the Council is meeting. (“NTECC”) Relating To Assignment To Assumption By NTECC Of The IXP Consulting Services Agreement Relating To Establishment Of The NTECC Communications Center; Authorizing Execution Of The Agreement By The City Manager. *23. Consider A Resolution Authorizing The City Manager To Enter Into A Purchase Contract And A Property Management Contract For 1.58 Acres Of Land At 1410 Fannidella Drive, Being The Fannidella Apartments, Block A, Lot 1, City Of Carrollton, Dallas County, Texas. *24. Consider A Resolution Authorizing the City Manager to Enter Into A Re-Development Incentive Agreement With The Owner Of 1301-1305 South Broadway In An Amount Not To Exceed $260,000.00. Reconsider The Motion For Denial Of An Ordinance To Rezone And Amend PD-44 To Allow Light Commercial Uses On Lot 1-B In The Marsh Lane Self-Storage Subdivision. The 0.4-Acre Tract Is Located Approximately 1,800 Feet North Of Oak Tree Drive On The West Side Of Marsh Lane And Is Zoned PD-44 For The (LC) Light Commercial District.
